The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    I am sight impaired and have relied on my pip since I have been unable to work. I hsve had sight issues for over forty years and continuously struggled to cope in the workplace until my sight had deteriorated to such an extent that I was unable to be able to fulfil my role. Ironic when I was working in a school for children with severe learning difficulties.  Pip has given me back some of my pride and enabled me to go out independently and enjoy things that other fully sighted people can enjoy and take for granted. Vouchers would take this away and effectively ''put baby back in the corner '. I feel like a valid member of society since receiving pip three years ago and feel like an equal again and fear the loss of that independence that I've now been able to appreciate and that others take for granted.  Please don't make me have to feel inferior and like I'm being given handouts when I've paid my taxes for nearly fifty years.

    I cannot see how a voucher could work on the whole. Ok vouchers for food is possible but how will you pay for train fares, bus fares or taxis.  Repairs to wheelchairs and equipment for the disabled.  I could go on and on. No, not a good idea leave it as it is.

    Taxis for mentally/physically disabled people who do not drive are not luxuries they are essentials and I doubt a voucher will cover that. Alot of disabled people just are not able to use public transport and it would result in isolation and neglect of their basic human needs. Also not everyone can access voucher places. Some require items or health related activities not found in shops to aid their disability. How will that work out? When will government learn that you cannot force all disabilities into one box. Government always target and degrade the disabled when they want to save money because they are vunerable and less likely to fight. New government, same mindset.

    Please leave PIP payments as they are, not vouchers. PIP payments have helped my family and I maintain our standard of living after I have been unable to work due to illness. Vouchers would be taking the ability to plan and make choices away from disabled people who are already facing so many challenges and difficulties because of their conditions

    Nobody chooses to be disabled. We are all unique individuals with unique needs and circumstances so a 'one-stop, fit for all' scheme just isn't going to work. With the cash payments we can put the money to whatever makes our life easier/better at that that time. Life is hard enough for disabled people-dont make it harder, please!

    Why should people with a diagnosed “disability” be treated differently to anyone else claiming available benefits. Stinks of an elitist institution, who take a 5.5% pay increase from April 2024 to a salary of more than £91,000 along with expenses, and look to limit people’s financial choices purely because they receive a disability linked benefit. 
    Absolutely the wrong road to be going down.

     Strongly disagree with the idea of vouchers for pip, which I do claim , pip is ment to be able to manger your illness so how does that work if you can’t go shopping or paying someone to do things for you

    Swapping pip to vouchers is degrading and making disabled people's lives more limited and isolated. No doubt the companies that will be available via this voucher scheme will be more expensive than the options that would be available for use with cash payments. I'm already isolated enough due to my disability and what the government should be doing is raising money via taxes/not funding foreign wars and not targeting those of us with chronic health issues!!

    My adult son has spina bifida, learning disabilities and ,emtal health issues. The cash provided through pip is a lifeline. He wouldn't be able to use vouchers. The cash he gets currently is used to top up food bills, taxis even providing additional heating as his accommodation isn't adequately heated. He would need personal help in order to manage the new system, help that isn't available. It would make his anxiety even worse and I fear suicides would increase. Please have some consideration for those people who need help.

    I am dreading this as others have said my Pip goes towards running my car as i am unable to use public transport as i need support from door to door.
    One size DOES NOT not fit all how is a catalogue going to get me to a hospital appointment removing financial support from the most needy is not the answer. I did not make myself disabled its not a lifestyle choice. I was born with a disability. They need to look at net migration and the impact that is having on all sectors of our welfare system not hit those groups who are not able to change there situations
    I fear for those of us that will be forced to tolerate this system. Just wait until sadly deaths start happening because of the changes in work legislation and cuts to services and finances its not if its when,,,

    Issuing items and services by way of a voucher system is the States way of maintaining a control over a certain group of the population. In this instance, the vulnerable, the poor, those with disabilities both visibly and hidden. It does not matter what the intended voucher is actually for, more importantly is the fact that the British Government has probably already decided that this is the route they have decided to go down. Remember DLA? It was indeed the labour government that scrapped it and made everyone apply for PIP, “a new and fairer system for disabled people” was how they sold it to the public. The government in the UK will find a way to remove benefit and services from those most in need in order to maintain the notion that people need to strive for a better life, to work harder, to educate themselves in order to try to elevate themselves for better lives, better homes, better quality of life. For without those doing the striving the world for the people at the top who have “everything “ means less. They can look down and watch the striving population but be comfortable in their world. It would make no difference now who is in power, the choices have been made. I await a decision on my life long conditions for which my lifetime award of DLA was taken away at the introduction of PIP and for which I have been refused once already. Hope? Where is that?

    I don't know what these officials think disabled people do all day. We try to get through the day as best we can. We don't need any more stress in our lives worrying about how to get from month to month with less money. Most of my PIP goes on rent, council tax, electric and food. Without this money I would be homeless.

    They are out of touch and out of their minds. I have spinal and leg injuries,I have trouble moving. I have an adapted vehicle on Motobility,but there are other things I need. How about even a day out so you don’t go stir crazy staring at the same things. How about day to day essentials if I want to shop about. I don’t have Sky tv or anything like that,I can’t afford it,what we need is to be listened to. Vouchers are like being treated like kids,we know what we need,not them. No wander labour wants 16 yr olds to have the vote,the majority have no idea,nor care about us disabled. Absolutely ludicrous and disgusting,politicians are supposed to be the voice of the public instead of feathering their own nests on obscene wages

    I was awarded PIP for autism end of 2020 after a late diagnosis age 57. Have struggled all my life, cant manage social engagement, never held down a job. No friends, no family left now. Other autism related issues, sensory, routine etc the usual. Also mental health issues as a result of autism worsened over time because of late diagnosis. 
    Vouchers, catalogues etc will be no use to me, the money from PIP along with LCWRA pays the bills, buys food, household, clothing etc. Nothing fancy, just basic stuff we all need.
    Take my PIP away and not sure I can get by. My award in 2020 was for 10 years. Some security, I thought.

    How much is this going to cost them to implement? It seems that they will willingly waste money on hairbrained schemes just to penalise a part of society that needs a little extra help. It is so very reminiscent of 1930's Germany!!

    This suggestion is outrageous,both I and my daughter have disabilities.We only survive because of pip! This country treats people appallingly,and I for one would never vote again!!! These so called mp,s should sell off thief spare houses and live in minimum wage,see how they’d like it!!!Theyre all well off and have no understanding about the real world. Minimum wage doesn’t even cover rent ,so they need to look at the rich and tax them,instead of hitting the poorest in society AGAIN !

      @Susan cooper Exactly!  I wouldn’t be able to make ends meet if my PIP goes!  I don’t want to spend the rest of my life living in poverty and debt because I’m being penalised for being sick and disabled.
