The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Just wondering are there plans to give 'able' people vouchers instead of part of their pay and give them instructions what to spend the balance on. Are all othe benefits annd pensions going to be paid in vouchers as well. Maybe they should put a chronically disabled person in charge of the DWP to bring some reality back to it

    The whole point of this consultation is to gauge just how much discrimination against the sick and disabled is acceptable to the general public. If PIP is dismantled, presumably taking carer's allowance with it, what is left for the disabled except warehousing? Just stick us all in dementia homes where we'll be kept out of the view of decent hard working citizens. Because this couldn't happen to any of them, could it? I mean, normal hard working people don't just get disabled. If this goes ahead, people will die.

    Vouchers will not work. Everybody's needs and disabilities are unique. 

    They are trying to save money by making it more difficult but why are questions not being asked about costs of setting up and running a voucher system.


    They are just attacking the rights of the most vulnerable in society because most of us are incapble of fighting g back.

    Not good at all.  You can be sure many people won't take vouchers so you'll be limited and forced to shop probably in the big stores
      Restricting choice and making a farce on equal rights for the disabled people.

    i really rely on my PIP payments ,for food and bills ,not luxuries . There picking on the most vulnerable again ,its not fair and not right . We dont want to be disabled on purpose ,so why pick us out and victimise us ,because thats what it feels like . NO VOUCHERS ,NO CATALOUGES.

    Dear labour , 
    My daughter has downs syndrome is very vulnerable , she cannot work , uses a wheelchair .. her pip also includes motorbility so do vouchers cover this?!! As i need the car to take her to hospital appointments, activities as I'm unable to buy a car..  as I'm sure this goes for many other disabled people out there .. i know there are people out the frauding the system , please don't punish us all.. vouchers may help and benefit some , but not all of us .. people pay bills with there money , who cannot work , this will have a massive impact on peoples lives and not in a good way. Please don't rush into this and take a little time on how it will affect people.

    Do the government actually know what PIP stands for? (Personal Independence Payment) a benefit for people who are under State Pension age and need help with daily activities or getting around because of a long-term illness or disability
    Not.... People In Poverty (As that's what it will be a if you stop this crucial safety net for the disabled)

    As someone with physical and mental health needs this would completely and utterly cause unbearable issues for me and my family I already part pay for my care leaving me with limited resources.

    Like others that have stated my pip goes towards my rent, gas and electric, water car insurance petrol etc. I don't drink or smoke and eat basic foods. If pip is replaced by vouchers I will be house bound as I would not be able to afford to run my car, let alone replace it as the previous government have decided that we can all afford to buy newer cars that follow this scheme they thought up. It's hard enough as it is without this stupid idea looming over us.

    So we have to be humiliated when we pass vouchers across to pay for goods! Everyone knowing your business..probably some having not so good opinions! 
    If this goes through I would rather not be around ...I suffer horrendous depression because of Anxiety also suffering Fybromyalga! Life can be so incredibly difficult..now they want to further our difficulties...we have to send in receipts etc etc etc ..so when your extremely exhausted and suffer  debilitating illness this is further pressure ...I can see so many getting sicker or even ending their lives ...rents are so massive just now 40 percent more than they should be ...food, Bill's etc etc ..now they even are wanting to take pip away from some or lowering it ..how are we supposed to survive ...I've tried taking my life ...I'm a young person with illness ..I struggle ...now I'm feeling completely exhausted by all these proposals! Honestly what will be the point in carrying on life if they do this ? Life is supposed to be enjoyable ...not thinking every day how you are going to survive! ..these proposals are just cruel to people who already suffer! Let's takeaway everyone on governments expenses...give them vouchers! Or better still take it away completely..they earn so much money already! Taking their expenses away will help the NHS etc ...but they won't do that ..they would rather pick on the poorest in society by taking their money away! Its scandalous...

    Pip payments are used for various things to help make life easier for a disabled person. The idea of replacing payments with vouchers is insulting.

    By the sounds of the majority of us we are just scraping by as things are.  
    Has anyone an idea if these vouchers become a reality how long it could take to implement them? Are we talking months or years?  I know it would be guesswork but I'm interested in any views.

    As long as vouchers can be used for food and everyday products I see nothing wrong with it but if it is for equipment to help disabled people that would be wrong, I have bought adjustable beds, stair lifts ect, it should be for everyday items and food

    I don't no how I will survive without my pip payments, as it is I never have any spare money for clothing or new bedding and am bedridden and incontinent so use a lot of electric using the washing machine and dryer before even thinking about food
    All the worry has caused me to have a mental breakdown and am know under the care of mausley and be put on even more medication

    Hopefully the Labour Government will see sense and bin any ideas left by the failed Tory party.  We can only hope that they can and will do what they were voted in to do.  Keep the faith.

    Potentially another kick in the teeth for disabled people, hopefully the new government will not go down the same road as tory government. Vouchers are a total no go and a quite ridiculous option that would probably be open to abuse. Disabled people already have a hard life, please don't make it worse.

    Long term sickness and disability are not the same thing. I am disabled because I worked so hard all of my adult life even though I  have a spinal disability. What this bill is proposing is kicking people who are already down and in pain. Disgusting. 
    Keir Stammer said he was all about service. This is a Complete disservice to the disabled(another easy target)
