Disabled claimants are missing out on £24 million a month because of delays to personal independence payment (PIP) reviews, a Citizen’s Advice report this month has claimed.

In Playing Catch-Up: The impact of delayed health assessments for Personal Independence Payment Citizens Advice highlight the fact that more people than ever before are applying for PIP due to rising levels of ill health and the effects of the cost of living crisis.

A shortage of staff, particularly health assessors, initially led to DWP delays of six months in assessing new claims. However, the backlog of new claims has now been reduced, but only by failing to process reviews of claims in a reasonable time instead.

This means that claimants are having to wait many months for a higher payment because their request for a review due to a change of circumstances is yet to be looked at.

Claimants who are waiting for a planned review whose needs have increased are facing a lottery in decision making, Citizens Advice claim. Sometimes the DWP backdate any higher award to the date on which the review form was returned, which may be well over a year ago, but in other cases it is only backdated to the date of the decision.

The number of people waiting for a PIP review has hugely increased, with over 430,00 PIP claimants now in the queue.  Citizens Advice estimate that 100,000 of these are likely to be missing out on higher payments.  The delays also cause difficulties with issues such as Motability vehicles and Blue Badges.

Citizens Advice say that the latest quarterly data by the DWP show that they have now begun processing reviews again and this has led to a small decrease in the number waiting.  But the result has been a large increase in the number of new claims waiting to be processed.

There are three areas the DWP could focus on to bring down delays, according to Citizens Advice:

“Continue to increase capacity in the system to carry out health assessments by recruiting more healthcare professionals

 “Take steps to reduce the number of health assessments needed by making more decisions on the basis of paper applications and medical evidence (bypassing the need for a health assessment), and making better use of auto-renewals and longer-term awards.

 “Introduce temporary measures to mitigate the problems experienced by people waiting for a review. That includes backdating any awards increased after a review and taking steps to prevent disruptions to passported benefits.”

Citizens Advice say that requests for help in connection with PIP reviews have risen by 19% compared to last year, much higher than the increase in requests for help with PIP in general.  And here at Benefits and Work we hear daily from members who are struggling with the stress and practical difficulties caused by the delay in their PIP review.

    13 months ago I returned the review application and should expect a decision next month for my epileptic wife, I stated that I felt she was discriminated against on the form comments, requesting a full review of her condition and how it affected her. I also sent every consultant letter and ambulance report. Only to receive photocopies returned after requesting they return the folder with 15 years of evidence contained. Incompetent and unconcerned is my assessment.

    My husbands review for PIP was submitted in March 2023. There had been a drastic change to his health in that he had recently been diagnosed with prostate cancer and is undergoing radiotherapy and facing surgery. His physical circumstances have changed that now he has problems with urinary incontinence and bowel issues from the radiation. All we have received from DWP is confirmation that the paperwork has been received. Perhaps they are waiting to see if his cancer miraculously disappears or he succumbs to the disease. As this was a planned review I seriously doubt that should his award be increased , they will backdate his claim. Currently life is difficult as his employer only pays SSP so we are faced with the decision can we afford for him to be absent from work to receive lifesaving  cancer treatment and it’s challenging and awful side effects.

    I have just requested a mandatory reconsideration, for my wife who has already waited over a year for a review. Then conducted over the phone. Reducing her living points by 50% and totally removing her mobility points. I'm not looking forward to this but will request an appeal if need be.

      @Scherm I'm same had a review over phone dropped my daily living to low and took my low motorbility away and my conditions have got worse which they had evidence to prove this I'm glad my cousin recorded the whole 1 hour and 28 minute conversation I'm thinking of taking legal advice about this my cousin rang them and told them that we disagree with decision and about recording so I guess it's a waiting game now.

    I just think it's so typical of how the DWP view disabled people in that they can take up to a year to respond to a review claim but the disabled claimant has a mere three weeks to send the paperwork back or else risk having their benefit stopped!

    Im waiting nearly a year for them to assess my review form. I’m in desperate need of a mobility car but can’t get one as need at least 12 months on my PIP award but only have 2 months left. I have an old car that keeps breaking down and is on its last legs. My blue badge runs out in November so will have problems there (if my car lives that long!). I recently wrote a letter to PIP regarding what I’m facing but doubt it will make a difference but here’s hoping! If my car stops working and I can’t afford to get it fixed, I will be stuck in my home unable to leave.

      @sjgp I'm in a very similar situation.   I have to return my motability car as review not completed and unable to get another car due to the 12 month issue.   So I will now be looking at being stuck at home.  This also impacts my autistic 13yr old son.  He is on the mid award for care on DLA so can't get him around without a car either!

    20 months here. Had a review but they're still waiting on evidence? It turns out my anxiety is being fed by an acquired brain injury.

    My review papers were submitted in September 22, I finally had a telephone assessment at the end of August 23 (the DWP having extended my award by a year anyhow) and now I'm still waiting....  What I'm particularly annoyed about is that my award was extended during the pandemic to April 23, yet the review papers were sent in line with the original award expiry.  I'm very much hoping for an uprating to full mobility component, as my mobility has declined drastically since my original transfer to PIP.  It still baffles me that, as a person with an incurable, progressive condition, I'm still only awarded PIP for relatively short periods.  I am NEVER going to get better.

    My health history and where I'm at with PIP to ADP Scotland change over.Severe attacks of asthma 1991 crushed heel 1999 fell for window ledge 3 stories up onto concrete slabs below constant heel pain and arthritis walk with limp. 2005 put on sertraline 100mg due to long term prison sentence came out suicidal and anger problems with no compassion or empathy or emotional feelings for people self excluded my self for social life also suffered from IBS 2005. Work as long distance lorry driver till 2015 with bouts of unemployment and self employment charge with 3 assaults to work colleagues in different jobs due to anger. 2015 diagnosed with diabetes and high cholesterol type 2 sleep apnea and neck and back problems also carpal tunnel nerve damage lost my license to drive bus and lorries depression got worse suicidal thoughts worsened put upto 200mg of sertraline applied for esa support group and pip 2016. Granted both lower rates then appealed and got high rate for daily living allowance and lower rate for mobility 2017.mean while having problems with walking asthma and bowel incontinence. Back and neck problems.2021 growth found in small intestine between duodenum and pyloris mushroom shaped growth endoscopy and colitis and thin bowel tissue left and right Qfit 400 abnormal loss of bowel content frequently ibd and muscle weakness diagnosed and incontinence pads required. Reassessment for pip high rate for daily living allowance and up my points to 10 for mobility. February 07 2022 major operation subtotal gastrorectomy with Rou y incision removal 80 % of stomach surrounding lymph nodes pyloris partial small intestine and growth removed with high grade displacency in growth removed. By July contacted covid got the all clear 13 July next day woke up with my eyes turning inwards double vision and tingling head sensation went to appointment on the 14th with Oncologist susannah Drummond who sent me straight to Glasgow royal infirmary admitted to ward 46 Dr Neil  ramsay and Edward Newman neurology department for ct scan MRI scan and lumbar puncture which showed some problems with MRI results and high protein level in lumbar puncture results released on the 29th of July 2022.
    WIth follow up investigations to be done with answers your a bit of a enigma.
    Sent for another MRI on 5th of September.
    Sent to appointment with Graham Williams Gartnavel Ophthalmology department 14 th September then on the 21 September appointment with Neil Ramsay at the Queen Elizabeth university hospital  neurology department. Received some sort of diagnosis on the 1 November there was evident sixth nerve palsy. There was some subtle abducting weakness in right eye and left fourth nerve palsy. infundibulum and Clivus enhancement. Lumbar puncture repeated on Wednesday the 9th November at QEUH hospital ward 53 neurology. On Tuesday the 22 Nov appointment  with Graham Williams Gartnavel General Hospital Ophthalmology department.30/03/2023 still no further on with neurology was at Gartnavel on the 23rd 04 2023 damage to back of neck disks and nerves awaiting to hear from specialist.Put on antibiotics and eye drop for dry eye due to inverted eyelashes scratching eyes also developed Bad arthritis on knuckles still got the cold tingling of head and neck pain every day.
    [  ] Still waiting for pip to contact me since Christmas 2022 said change of circumstances for high rate mobility was with adjudicator and them said it had moved to ADP Scotland .So contacted them and they said the
    change over won't happen till May 4 2023 told the about change of circumstances being with DWP England and they said that the should pass the information on to them and if they don't receive it I will have to make a new application.I have received a letter recently dated the 30th of June 2023 stating that l have to send documents. As they are overdue since last June. l have been sending dwp England since June 2022 and from January 2023 ADP Scotland all information on my neurology outcome l have sent a multitude of different information to yourself and dwp England recorded delivery this was a simple change of circumstances dwp England has said the have a adjudicator looking at it then sent me a letter stating is has been  moved to ADP scotland so I sent all my info to yous on January 2023 I have already got a multitude of different illnesses that yous know of this was just another thing to add through change of circumstances. Now I spoke to dwp Wolverhampton and they said the all my information from the including my recent illnesses all ADP scotland is to do is look into it through their computer system for the AU form. So to reassured it sent all my medical information to yourself with a change of circumstances form which when l phoned and contacted yourself through chat your operators told me it has just to be looked at and is waiting for the case work to give an answer now all the right info documents and form have been done and sent recorded delivery to yourself a multitude of time so why am I receiving a letter dated 28/06/2023 saying you still need you to send documents I dont have them  the original documents have been sent? And spoke to on of your agents a couple of days ago and they said they are escalating it. Friday 08/10/2023 still no further forward.

    But there are a lot of people who are also still receiving money from a claim which gets stopped at review but they continue to get it because they are delayed in reviewing them.

    It's applications as well. I started the PIP process on 30 May. Needed to prove my residency first, but then did eventually get the forms. I returned them on 14 July DfC confirmed receipt on 21 July, but that's the last I heard. 

    I rang in a week or so ago. They told me that once the forms are received, it takes 3-4 months for Capita to set up the assessment. After the assessment, it's 3-4 weeks before they send their recommendation to DfC and another 4 weeks for DfC to make a decision. 

    So, that's roughly 6 months to get a decision after the forms have been returned and a shameful 9 months from starting the process to receiving the first payment - IF the application is successful. If not, then add another 1-2 years for the appeals.... I don't know in whose world all of this comes to 13-16 weeks (as mentioned on NI Direct), but in my calendar it doesn't...

    My health conditions changed for the worst and I asked for a review. I did not agree with their decision so I asked for a mandatory consideration. I heard back from them saying that it would not be reversed so I appealed. To this day I am still waiting for a hearing date and this all started in February 2023. What will the outcome be I wonder? This has caused me extra stress and worries about this and is not helping, it is only making my situation worse.  With the daily living costs as they are today this just seems to be a complete shambles. When are they going to get this resolved. 430,000 people in the queue for this is an absolute nightmare. I somehow will still wait. Any advice would be much appreciated.

    My BB expires next month and PIP award end date was in January gone. Can’t renew BB online with PIP award expiry in the past. First in person assessment with council I can get is 10 days after BB expires, then of course there will be a wait to get the actual badge. 
    What I don’t understand is why the council can’t come up with a work around, seeing as there are so many of us.

    My award was due to expire August 2023 but I received a review form (very prematurely) in December 2022. I had about 2½ weeks to complete and return it as I couldn't get through on the phone to request an extension! They acknowledged receipt of it. 

    We're now September 2023 and my review has not been looked at, but my award has been extended to August 2024. I can only hope they renew it properly without any fuss. I'll not hold my breath though! I live in hope with them being overloaded with cases. 

    In the interim I've also had to apply for a blue badge renewal in respect of the 12 month extension. More expense, hassle and waste, with another application necessary in 2024. Sigh!

    I waited six months waiting for my PIP decision, when I informed them of a change in circumstances while on a indefinate/ongoung period of DLA. They made the decision to give enhanced PIP on both physical & mobility based on the medical evidence we sent. 
    I didnt recieve any backdated amount though, how can they give this to some peoole but not to others ??

    My PIP review took 18 mths, I kid you not! However, I was delighted with the result in that my Living component was upgraded from standard to enhanced. Furthermore, it was backdated to the date I first submitted the review paperwork and as an absolute bonus, 'ongoing', subject to a 'light touch review' after 10 yrs.
    My original award had expired by a full 8 mths although the DWP continued to pay my benefit. Quite stressful waiting for the review decision I must admit but I resisted the temptation to call them simply because that would do absolutely nothing to speed up the process.
    As an aside, the backdated payment of the difference between standard and enhanced was brill, that actually hit my bank before the DWP had contacted me, by letter, to inform me of their decision. Naturally it was easy to calculate what the deposit actually was, 18 months x the extra £30.00/week (more now with the 10.1% increase).
    In summary, yeah, delighted!

    My review was finally done over the phone 15 months after my review was done. I finally got back my higher mobility which I lost at previous assessment. I hadn't appealed it as I just couldn't face going thru it again, having to climb jobseekers so I could survive on 4 previous appeals. Fortnightly visits to claim it, applying fir jobs I knew I had no chance of being sent on courses which caused me more pain. 
    My review being late caused me difficulties renewing my blue badge too 6 months without it. Could barely go anywhere as I couldn't park  close enough to be able to walk where I wanted to go. 
    The relief when I got my award and blue badge was almost tangible

    My health has changed, been diagnosed with complex Ptsd and severe depression and anxiety, I have notified the dwp 2 months ago. BUT my renewal was sent in in October last year and still nothing has happened. I have had several messages about them having received my paperwork and that they will be looking at the claim as soon as possible... But nearly a year now???
    I had to miss out on my blue badge for 2 months as well as I didn't have any paperwork, no nothing. 
    It is really bad if they expect you to fill in the huge amount of paperwork and return it withing a couple of weeks, yet they take nearly a year and still nothing!

    But how many continue to receive PIP awards to which they are no longer entitled to whilst they also wait for their own review?

    I sent in my pip review form in April (2023) and received a confirmation text message from the DWP on 17th of April. I'm still waiting!!! I telephoned DWP on 4th of July to ask if they could give me an indication of whether or not my 'review' had even began to be looked at but was told "no" it had not been processed and that it could be anything up to eight (8) months!!! It's my belief that the majority of DWP staff are working from home still using the Covid as an 'excuse' not to go back to their true place of employment. Typical and doesn't surprise me. In the meantime millions hundreds of thousands of people with disabilities awaiting review decisions will not be able to re-new their free bus & train passes with their local authorities because they NEED to produce their most recent up to date DWP pip award/decision letter as proof to get it. This in turn will cause many thousands of claimants with disabilities having to spend many many extra £pounds per week to get on the bus and or a train to go anywhere!

    Below correction claim for pip was May 2022 and decision Aug 2023. Asked for paper assessment ie assessment be based on medical diagnosis but dwp demanded I had a health assessment by a nurse who was not qualified to give an opinion on my neurological and cardiovascular problems. It’s all an excuse to not pay pip to those that need it so those with serious medical problems will die or conditions get worse. It’s just wrong and very disappointed that government does nothing to address these issues
