Massive changes to personal independence payment (PIP) are being consulted on in the Modernising Support Green Paper to be published by the government today.  Any changes will only be put into law if the Conservatives win the next general election and the green paper is widely seen as an attempt to put pressure on Labour to declare its position on benefits.

The proposed changes are believed to include:

  • Ending PIP assessment for people with the most serious health conditions, including those with terminal illnesses.
  • Changes to current descriptors, especially those relating to aids and appliances.
  • Changes to the qualifying period for eligibility for PIP, to ensure it is only available to people whose condition will be long term.
  • Considering if PIP should only be available to people with a formal diagnosis by a medical expert.
  • One-off grants instead of regular cash payments for some claimants who need adaptations or special equipment.
  • Vouchers instead of cash payments.
  • Reimbursing claimants who provide receipts for the purchase of aids, appliances or services.
  • Providing people with lower extra costs due to their health condition with treatment, rather than regular payments.

The Modernising Support Green Paper will be published later today.

    This is unfair. People on PIP need the cash each month. They often use it to keep warm in the winter. They pay for outside help to come in and help around the house. They need the money to do this! NOT CATALOGUE OR VOUCHERS

      @charles woolley It's hard enough in life to be disabled and deteriorating with age but to give us vouchers instead of money , is degrading, causes anxiety and is a stigma/

      @Lynda Charters i agree with what u say as all on PIP have added bills dont they and how theyll do this i dont know at all-what about them giving Vouchers for those on UC instead??they dont need it as much as elderly and infirm people

    Are the green party stopping cash payments for vouchers for lifelong medical conditions 

    I can't leave the house without taking seizures and due to my Hydrocephalus which is excessive fluid in the brain and severe memory problems and due to the Hydrocephalus I need to go every few years to get my Shunts replaced in order to get the fluid drained as it could cause cause death if not treated 

    Vouchers can't fix Hydrocephalus or Epilepsy

    MPs salaries are £91,346, as of April 2024. In addition, MPs are able to claim allowances to cover the costs of running an office and employing staff, and maintaining a constituency residence or a residence in London. Whereas disabled people on PIP are to be considered to except vouchers instead of cash then WHY NOT MPs consider excepting vouchers instead allowances and running costs of running an office and employing staff and see if they can run or maintain their constituency on vouchers.

      @Rob I agree to what you are saying here it’s going to take months to get this voucher and catalogue system in place it means more staff ,new rules finding out who’s entitled to the new system also winding down the old system they cannot stop people s benefits just like that what about the ones that have been given years awards given a letter to say they have got that award is that breaking some sort of law when it’s stated in black and white you are entitled to it ? And how much is it going to cost to get this new system up and running ? This is all going to take time people are going to get stressed out and God for bid take there own life with it like I said each disability is different we are not all the same so come let’s be heard and fight back ,it’s on green paper now let’s not get it to the white paper speak up be heard out there tell them what it’s like to be disabled .👍🏼

    I suffer with osteoarthritis and due to 2 operations I have pain every day from morning to night, how on earth can vouchers help me.
    It's not a black & white  subject,  pip covers a vast range oif illness, we all need different things to help us through the day, a voucher isn't going to cover everything we need.
    Like so many others have said, it's just another attack on the disabled,  people who need help in many forms.

      @Sue I couldn’t have said this better myself! My mother has rheumatoid and osteo for the last 34 years. How in the world is vouchers going to help??? My gosh. And what about motability cars? What’s going to happen there? I really hope he’s voted out!!!!!

      @Sue I suffer with multiple health issues. I am in pain everyday 24/7.
      My pain doesn't go away, I now have to take many medications, Just to try and ease the pain, and that is all trial to find out what is more affective.
      Vouchers are an insult and then to provide receipts is also very much insulting. I am sick of the Conservatives, dictating to what is best for us, you are degrading us who suffer enough with our problems let alone the worry of the changes to pip. This is going to affect many people who also suffer with mental health issues, me being one of them. Shame on you. Stop attacking vulnerable people.

    It’s getting worse who do you trust with the election? We the disabled group are the ones who are going to suffer They keep saying the tax payers need to be happy they don’t like people living on pip they make us sound like scrounges . Where is the human rights in all this may I point out I worked from the age of 16 paying into the system up until I had to stop working at the  age of 59 due to a disability a very painful disability I worked for local council over 30 years and now all I am asking for is a bit of independence a month to get me by , ie medication, personal things heating , payment for my glasses and food . I feel as though they have taken the best of me over the years and cast me aside I would love to be fit again and young again who doesn’t so please all of you lot in parliament how would you feel if this happened to you there is no rules to being disabled every one it different we all need the respect and a right to live or life we want too, so scrap the vouchers and the catalogue s and go and let the disabled live with dignity and let us keep our cash payments. The assessments you have to go through are stressful enough I do believe medical papers and evidence should be given to get pip to stop some taking the mick but most of the people are genuine they need assistance.So come on all you in the disability club stick together on this one and be heard.

      @Kay Sharon here I agree what everyone is pointing out it is a total disgrace the way ppl are being treated life is hard enough instead of this coming into force and it will only cause more problems for ppl in need I suffer with bad mental health I don't go out very often and I am totally in favour why everyone is saying on here vouchers for me is a no go it's just attacking the vulnerable as I see it !!!!

      @Jackie Absolutely. This green paper is just another way of taking from the vulnerable and giving to the rich and fortunate people, some of which have enough cash for private health care. I can't even afford a career so my husbandwho is also ill has to help.

      @Jackie Politicians in my opinion are all the same, say one thing then change their policies to suit themselves.
      I’m having to pay for my surgery to release compressed discs on my nerves at the end of my spine 😢 have been on NHS list to see a consultant for 15 months so far and not a sniff of an appointment 😡.
      In some instances vouchers may work, but in my case they certainly wouldn’t work in my case.  There’s no cure for what I have a crumbling spine only a bullet!!!

    You Can't  replace constant pain with vouchers.  Neither you you replace can er or Schizophrenia  or severe painfull bone conditions.   It will just make people poor.  But these conditions  will still be there. It's  an attack on the most vulnerable  in society.

      @Elizabeth I agree totally pip vouchers is not going to help the e.g disabled in constant  pain ,anxiety,depression etc who rely on it for say extra heating , getting out , paying for a carer , etc etc .So scrap the idea dwp & stop going for the weak & disabled who is a easy target. How would  dwp & ministers like to live on low money & have a voucher if they couldn’t work re illness. Stupid idea & this comes from someone who has loads of money.

    How do we pay for our shopping online with vouchers?how do we pay bills with vouchets
    Taxis and shops wont take them
    Just leave it as it is ( cash) my friend in scotland are not going to vouchers they are all being transfrred to sdp or somthing like thst  if scotland can have cash then we should as well

    It's turning into a communist country and we are just letting it happen they took away the severe disability premium got away with it then went after the self employed now they have returned to the disabled to control what we spend where we spend it and monitor us constantly I suffer from psychological issues when I'm on my meds I'm half alright just because I'm paranoid doesn't mean I'm wrong end this green paper before it begins

    I am so confused about this i really don't know how this is going to work for us. Can you please explain. I know you mentioned about 1 of grant vouchers and catalogue but how is it going to work please. So confusing and it's really stressing me to sorry. Were the cataloge for who except the voucher etc. it really needs to be explained better to people cause people who need help and support suffering with health issues will be like me sorry confused and stressed out about every. Many thanks miss Sharon Trenholme Also when are people going to receive these vouchers and when do we get our catologe please and I don't know how to order things so it's really going to make matters worse for me and I can barely get out my flat due to health issues. I barely get any help and support as it is sorry

    I think it's very disgusting that the government wants to give us people on PIP. Vouchers how is a Voucher going to pay for water bills, electric bills, gas bills and any other bill that extra bit if help from PIP was helping. Not everyone on PIP needs to have wheelchairs or help. I suffer from paranoid schizophrenia I do work 15 hours a week. Conservative party have lost my vote. They are the ones that are doing this. Sunak I guess has never had mental health conditions or physical conditions. He doesn't know how to run a county he's a number cruncher.

      @Martin Brocklesby I totally agree with you X it's going to make matters worse and it's going to effect people health more in my eyes. I can barely sleep at the moment X so worried and confused about it all. I barely get any help and support as it is. And I am more aless flat bound due to my health and I really don't no what is going on to be honest.

Feel like I am just getting pushed to a side once again. End of the day everyone has a write to speak there mind in a certain manner and I just feel like I am climbing the walls and getting know we're once again.     I think it is shocking to pick on disabled people. I am retired but do not get much as I did not work the required years. I rely alot on my motability vehicle to get around otherwise I would be stuck at home. They give money and homes and free food to refugees and keep helping them. They should help their own first. If I lose mine it will be devastating and they have no idea what it is like just to survive and get by. Yes I agree a new government is now needed

    A crazy idea ,I was awarded 10 years in writing because I retired on pip I rely on pip to make my rent up,if this happens my mobility car would need to go back,mad idea, keep it as it is .

    So first you have to somehow get money for appliances or whatever they need , then maybe they will pay you money, how long it would take?. What if I need bathtub, so what if they decide that is not proper appliance, I paid to much, or they don't pay back for installation,... You have to chose nappies from catalogue, what if you allergic to the brand. Can I choice food from catalogue? What if its more expensive then in shop, who will deliver? I can use simple shampoo and they will offer my the cheapest brand?

      @Eva What seriously vouchers. What a stupid idea. What will happen to our mobility cars. And paying for care. Pip helps with these and many other things.  How are we meant to find the money first then claim back vouchers.  We dont have money to pay up front.  What a stupid idea. Mental health  people are never going to cope dealing with it as wont understand it.  So what will happen people who had mobility cars will have to stay at home. As needed the car. Then people who need extra heating and things will  just  have to sit in a freezing home all day. I have never heard of such a stupid idea. Come on labour you are in now get this stopped that we keep to money and mobility cars.

    I am disabled , i cant drive , cant use public transport  so wherever i go i have to use taxis to get to places , taxis wont accept  vouchers so i wont be able to go any where
