The evidence that the DWP is a department in meltdown is growing rapidly, with the news that mandatory reconsiderations for personal independence payment (PIP) are now taking almost twice as long as they did a year ago.

In reply to a written question on whether  the DWP “plans to take steps to reduce the clearance time for mandatory reconsiderations of Personal Independence Payment decisions.” DWP disability minister Stephen Timms answered:

“We recognise that the most recent data shows an increase in Mandatory Reconsideration clearance times, from 37 calendar days in December 2023 to 71 calendar days in July 2024. To address this, we are recruiting Mandatory Reconsideration Decision Makers and have made overtime available to increase productivity.”

What effect these steps will have, with the DWP under pressure from so many other quarters remains to be seen.

For example, earlier this year we revealed that it could take up to ten years to clear the current PIP review backlog, with reviews taking on average 290 days to complete.

There was also the disclosure in May of this year that only 1 in 25 child DLA claims is decided on time.  In 2016-17 96.8% of child DLA claims were processed within the target time of 40 working days.  By 2023-24, this had fallen to just 3.5%.  

For PIP, the percentage has fallen from 85.1% processed within the timescale of 75 working days in 2016-17 down to 51.7% in 2023-24.

We also know that only a limited number of work capability reassessments are taking place, having stopped completely during Covid.

And the carer’s allowance overpayment scandal is largely down to the fact that there are not enough staff to respond to alerts from HMRC about potential overpayments, with 50% never investigated.

The fact that the DWP are pushing ahead with issuing managed migration notices to 800,000 employment and support allowance (ESA) claimants by December 2025, whilst unable to cope with their existing workload, seems foolhardy in the extreme.

As Citizens Advice, who deliver the managed migration Help To Claim support service for the DWP have pointed outbecause the ESA migration timetable has been accelerated so quickly, we’re concerned that DWP doesn’t have the capacity to deliver this support adequately and at scale — for example, whether DWP has enough staff to carry out all the home visits required.”

There is an “enhanced support journey (ESJ)” available to vulnerable claimants who fail to make a claim for universal credit. But as Citizens Advice also explain, “because the ESJ isn’t a legal process, there aren’t formal mechanisms to hold the DWP accountable if people fall through the net.”

So, for the DWP, managed migration at breakneck speed may be a fairly risk free process.  For the most vulnerable claimants, sadly it is not.

There is the flood of managed migrations from ESA to UC which won’t end before December 2025.  And there is the likely change to the work capability assessment due to be announced soon.  Plus there are wholesale changes to the role of jobcentres, which will be unveiled in a forthcoming white paper.

    I had my migration notice Blackpool south will be going onto it 01st march 2025 yes their was tears and sleepless nights im esa wrag on a old claim too think of me with those commitments and meetings and phone calls next year will give an update in march:

    Does anyone know the time scale these changes might take to go through.  Ie if the Green paper is going to be presented in "spring", are there any guesses as to how long green papers and the proposals made take to go through Government to the implementation stage?  It might help if there is some idea of time.  I get pension in about four years, so won't escape all of it probably but it would help to know how long it will all take

    My PIP review I did back in April still hasn't come back with a decision and my PIP runs out next month Jan 2025. Absolute shambles. Yet they are also trying to migrate people over to UC early when they can't even cope with these backlogs. Laughable if it wasn't so serious.

    I have been officially informed that my PIP review will take at least 12 months to complete ( this is not a new application but an annual review due to my award date ending). This delay is due to the current backlog of new applications and reviews.
    I believe this is also due to the ending of legacy benefits which are all due to end in 2025, 3 years earlier than previously announced and the constant time wasting of a government that has absolutely no idea what it is doing, just cocking things up as usual. The DWP staff is being swamped in the process with no government direct help to gain control of this situation, we are in the 21st century AI, computers, the internet and the DWP still runs on paper, how very quaint.

      @Ann Paper.  Well they are just reassessing me for ESA.  Reason: they have shredded all past documents regarding my ESA award.  
      I think, they just "conveniently" like the shredded documents, so there is no evidence to be found against them, of lies and systemic malpractice.

    Because of the furore over the stopping of the winter fuel payment for most who got it there has been a huge push to get people to apply for pension credit. Those are now seriously backed up according to media reports and dwp staff have been diverted to deal so somethings gonna happen e to give. With pension credit and winter fuel being the big noise at the moment all the other staff is probably on the back burner. Come Spring when winter fuel etc….fades from the public eye, it will be back to PIP again. Just in time for the Governments next lying announcement.

      @Jan More likely at some point Labour would knock the head on pension credit.  They never encountered that so many people would claim it, all because they stopped the £300 winter fuel allowance.  Which was a once a year job.

      Now having shot themselves in their tight fisted foot, they will be paying pension credit to all those extra hundreds of thousands of people, pension credit each month and every year.

      It's a no brainer to had simply paid out the winter fuel allowance.  But i guess labour are not so savvy as they try to make out to be.

    I am being migrated onto Universal Credit from ESA, PIP and Industrial Disablement Benefit. I received full mobility and support components. I also have cancer and commence treatment next week. It has been very stressful wirh constant messages to attend face to face appointments. The DWP have agreed im not well enough for these. However, the IT system keep turning out appointments, which most staff are embarrassed by. It seems that they are not able to over ride the ITs demands. Therefore, I will not receive payments over Christmas, with January 15th being the earliest date. It seems to me the staff have been doing their best, but the system is setup to be inhuman, nay cruel.
    All the above, in a different reality, I am actually getting all my PIP, ESA and IDB as normal. I'm even getting 50% rent payments paid into my account. It's an absolute mess.

      @Johnny Jones Their insane! expecting you to attend appointment's in your condition. Really says a lot about their mentality. Send a nice letter to your MP to highlight this, or if your not not upto to it,  get someone else to advocate on your behalf. Makes me seethe reading this, as i imagine many others will too. Like many other things in the UK, we live in a stone age world, and its 2024.

    I'm scared, like so many other people on ESA, EESA who have to put a claim to progress over to UC. The confidence level for this staging by DWP is nil. When it comes down to it, The Secretary for Works and Pensions is only interested in saving money, and getting as many people working as they can. PIP is another worry, but that's for another day and moan. 
    Does anyone have any idea when UC is being rolled out in East Anglia? Regards :)

    An elderly mate who I had helped with his Pip renewal (where we provided more than enough evidence to counter his previous decision of lower rate Mobility and Daily living, which he didn’t know how to challenge six years ago) despite having above the knee amputation and horrendous issues with constant wound complications , recieved a phonecall on a recent Sunday afternoon.
    He ignored it thinking it to be a scam..
     Turns out it was a telephone assessment, resulting in the maximum award for both.
    Furthermore, he hasn’t realised he now gets it backdated to the submission of his claim..

    It was in summer ‘23.

    He’s about to have a very Happy Christmas.
    He bloody well deserves it!

    I haven't been reassessed for ESA since 2017 (I'm on contributions based) and I'm still waiting to be transferred from DLA to PIP! It's a complete mess. They should be made to complete one transfer before starting another. No doubt the green paper will mean more changes that they don't have the staff to cope with.

    I got in touch with DWP about was there anything I needed to do about my pip as I am in the process of getting moved from ESA to UC. Was told no, when I enquired about my pip review that I sent in what was happening with that? I got "oh we have received it but it's taking 52 weeks before it will even get looked at dear" my poor relay lady was so shocked she said "but that's a year!!" then said sorry to me as they very rarely communicate themselves, how they work with me, is I type,  they read it to who I am phoning, then they type what is said to me, I just thought I would explain for people who may not of heard of relayuk. My pip runs out in April and apparently I will get a year extension. 

    It's ridiculous I can't get a scooter on motabilty because you have to have 12 months of pip after you have one and the extensions are not long enough. 

    Add this to moving over to UC and trying to keep up with them emailing you saying you need to look at your online journal as everything is on there, I am beginning to understand why so many people are not moving over or feeling under so much pressure to do xyz. 

    My mental health is really not great at the moment from it all, understatement but I am trying to hold it all together. I'm just fed up of the carers, elderly and disabled being made to feel like we are constantly defrauding the benefit system and we all lie on the form's and need to get a job.

    My autistic son has just been migrated from ESA to UC. He had been managing reasonably  with support on ESA although managing his money was not easy for him.
    The migration however, has been so traumatic he is now non verbal again and not coping at all. Worse he has withdrawn from support and necessary medication.  Having managed his ESA whilst retaining his right to make his own decisions for 10 years. With UC I have had to admit to being beaten by the system and I am now his appointee. He had been doing voluntary work and trying to get to the stage he could take paid work. Instead he is costing the NHS a fortune in care expenses as I have to wait for him to collapse and lose capacity to access health care and he cannot speak let alone work in any way.
    Apparently,  it is his problem because the system works!!!!
    On the plus side his "work coach" realised that a phone appointment with a non verbal client was a challenge and hence appointee status. 
    I am so angry.

    There is far too much considering and reconsidering  taking place, it is hardly surprising the department is melting down. My daughter is 40 years old and over the years I have spent  thousands of hours fighting her corner for various benefits. From DLA awarded to DLA removed , appeals at all levels to DLA restored and the onto PIP and reassessments and on and on. There has always been one constant and that is her condition, she will not get better as she gets older and all agree on this. Reassessment is a waste of time and money for DWP, my daughter and myself. I wonder how many people we have kept busy for long periods of time and not to mention postage and phone calls. I suspects there are thousands of people who are in this position and the DWP and the Government go on wasting money reassessing that would be better used helping other people in the system.

    In fact, I'm just wondering if they actually marked my MR as taking six months or the time it took from when they finally recognised that I'd made a valid request for a mandatory reconsideration or when it was actually made months prior in both writing and over the phone.

    One things that's never talked about regarding the back log of reviews is the ability to renew for a blue badge. My pip was due for renewal April '24, I hadn't heard by the time my blue badge was due to be renewed. When I phoned the DWP they told me they couldn't say when I would get a review. They said the backlog was doe to Covid!
    I got an extension for a year in November, it said I may get a review before the extension runs out I may not. If I don't I will get another extension letter.
    The Blue badge people say the extension letter is not enough to get my blue badge & now I have to reapply as a new customer. I must send in medical proof that I am entitled either consultant letters or a letter from my GP. My GP will charge for a letter. I do have another letter but it's from 2011. I will send this but it's an absolute disgrace that I'm left without a blue badge when I need one due to DWP incompetence.

      @JennyCB Same experience here. I also have to pay the annual Road charge for resident’s parking of over £70 per annum unless I have a blue badge. During PIP renewal etc that caused huge problems too. In the end PIP extended my claim at the last chance each and I ended up being renewed with extensions for three and a half years until they finally gave a decision. Chaos and stress all round. Thanks for mentioning that any delay with benefits has knock on effects not always known about and just adds little by little to the stress of the whole process.

    If you're in the dark about the changes/reforms to benefits ect, note the words from Alan Milburn, he kept saying "duty to engage". I'm implying that dependent on the severity of the individual's illness/disability they will have to engage either once every 2 weeks, once a month, once every 3 months, 6 months, a year.

    Labour are going through with the Tory changes to save 3 billion, will they scrap the WCA? Will a higher end of a health related incapacity benefit be for the most severely disabled? 

    Mental Illness will be looked at, Depression/Anxiety has been under the microscope for over a year which media led vitriol and hate poured onto them which makes me sick by the way. The offers of voluntary work, community work, workshops will arise for that cohort. More should or will be done to nip depression/anxiety in the bud, preventative measures will be important.

    Case and point if you can't work you won't work and nothing will change and this "duty to engage" will be a heads up, see how you're doing. It's about evidence and larger dossier will work in your favor as it legitimizes your case. Most of this will be pushed towards future claimants rather than current ones also.

      @Dave Dee That certainly sounds like a probable direction of travel with the duty to decide on the level of ‘engagement’ being given to empowered work coaches alone. The message to those with mental health conditions seems to be ‘work is good for you’ and you’ll be cured once you get a job. Very reminiscent of Ian Duncan Smith and with horrific echoes of the ‘work will set you free’ ethos of times past. However, I’m not going to panic until I actually hear the details. Very frustrating that they just keep laying the ground work and not releasing the details. Suggests it may be bad. I also remember liz Kendall’s speeches when she challenged Jeremy Corbyn for the leadership. She is about as far right as you get in Labour and was a mouthpiece for the Mendelson arm of the party. Her appointment to the DWP brief was a signal of intent from the start.
