Benefits and Work has started receiving emails from readers concerned that disability benefits including PIP, DLA and AA are about to be means-tested.

Although there have been rumours about this for several weeks, the issue gained further prominence due to a question put by shadow DWP secretary of state Jonathan Ashworth to the current DWP secretary of state, Mel Stride on Monday.

Ashworth asked “Can he give a categorical assurance that in the Autumn statement he will rule out means-testing personal independence payment, carers allowance attendance allowance and disability living allowance for children.”

Stride’s response was to avoid answering the question: “The right honourable gentleman is inviting me to break with what has been a very, very long-standing and quite correct convention that when it comes to a major fiscal event, ministers simply do not provide a running commentary as to what may or may not be in that fiscal event.”

In reality that ‘long-standing’ convention was broken as recently as 19 October when Liz Truss told the House at PMQs that the triple lock for pensioners would be maintained.  However, in the same response on Monday, Stride also refused to confirm that the triple lock remained safe under Sunak.

So, at the moment, Benefits and Work can offer no reassurance to readers about what the current administration will or won’t do on 17 November.  All we can suggest is that people don’t assume the worst and instead wait for concrete information.

UPDATE 06/11
Writing about the conservatives budget plans in the Guardian on Sunday, political commentator Andrew Rawnsley quoted a senior Tory as saying “They are flying a lot of kites to see which ones attract most fire.”  

Readers who have strong feelings about the possibility of disability benefits being means-tested might want to contact their MP as a matter of urgency - especially if they are a conservative - to make sure that they are aware that this is a kite which is likely to attract a great deal of fire.

    The reason I have some savings is because to be able to continue to work with illness I had to live at home with my parents.  Now I have inherited the family home I am too severe to work anymore. The house is in a state of disrepair but I’m too I’ll to have people in much. I was hoping to get the place sorted one day but it will always be a state if I have to spend my savings on basic living.

    From Richard Alfred Palmer age 66 in retirement it took me 2 days to complete 
    The PIP application form and sent it off 
    To took from may to September for an answer but it was rejected an absolute waste of time and energy it felt as if they just flicked through it and said no .

      @Richard Alfred Palmer Have you appealed? My claim was originally turned down and I was awarded Zero points for everything. 
      I went through all the points on which they had said I was capable of carrying out certain tasks, although I had said in my application that I was unable to perform these tasks.  This is an example of what I wrote.

       1) PREPARING FOOD:

      DECISION: YOU CAN PREPARE AND COOK A SIMPLE MEAL UNAIDED.
       
      THIS IS NOT CORRECT. I CANNOT COOK A SIMPLE MEAL USING A CONVENTIONAL COOKER (state the reason here)

      3) MANAGING THEREAPY OR MONITORING A HEALTH CONDITION.

      DECISION: YOU CAN EITHER MANAGE MEDICATION/THERAPY OR MONITOR YOUR HEALTH CONDITION UNAIDED, OR YOU DO NOT NEED TO.

      AGAIN, THIS IS INCORRECT. I CANNOT MANAGE MY MEDICATION.(state the reason here) 

      I then scanned a copy of their response and highlighted everything that was incorrect and listed underneath what was wrong with the decision.
      I also stated how disgusted I was and ended with  "I CONFIRM THAT IF THIS IS UNSUCCESSFUL, I WILL APPEAL AT TRIBUNAL AS I FEEL I HAVE NOT BEEN TREATED FAIRLY"

      I hope this helps with an appeal. I submitted this and I was then awarded PIP.

    This is absolutely appalling....!! Taking the support from people whose lives depend on it is unforgivable......and all because they have made so many blundering mistakes and further emptied the UK' s coffers....
    Somebody has to stand up and say ENOUGH is ENOUGH ...!!

    It's about time Labour grew some and stepped up. Emergency motion today to protect the Pension Tripple Lock passed with zero objection. What about disabled people, have Labour forgotten them as well. No means testing for disabled benefits should have been on this bill.

      @Scouse I am afraid they are only interested in what will get the votes in and this also applies to Labour, we the didabled are considered cannon fodder, who don't vote anyway, and in any case most people probably agree with the policy so what's the problem.

    I'm on pip at the moment and my life would end if l lost it l rely on people to help me with day today life my mobility is nill l would be stuck in the house and unable to attend appointments and do the things l need to do it's creul that they will means test pip and other benifits it's a lifeline to many OAP s like me such cuts does rishi understand how it like to be disabled and unable to live a life

      @Jann You have to understand, most Tories & those elected are sociopaths, have no empathy, care for any if the “little people”. People saying shame on them is a waste of time & energy. From the Cameron & Osborne governments from 2010, there is all the evidence you need. This battle needs to be fought a different way & would ask others to try & come up with ideas.

    I have emailed my MP Labour and work & pensions secretary. I to have just been awarded ongoing PIP although I have had pip since 2015. This time my award was increased as my health conditions have deteriorated.
    I am nearing retirement age in afew months time and rely on pip as I live alone and need carer to help me daily.
    I have worked all my working life and because I have a small pension
    and some savings the thought of losing pip feels me with horror and anxiety.
    This is a cruel thing to even be considered
    PLEASE email your MP without delay.

      @Simon I also emailed my local MP Labour and the works and pensions secretary Mel Stride saying that I think it is absolutely shocking  that they could even think about means testing several disability benefits . All this results from  the wasting of tax payers money on wrong decisions and U turns . Nobody can trust what they might come up with next in the hope that they can win votes. I  never thought that they could stoop so low. Absolutely Cruel and criminal ! I claim pip and contribution ESA and have some savings so I know I probably would not qualify for the benefits. I had an accident at work and was medically retired over 30 years ago. All of this was not my fault .I would not be able to work as my conditions has very much worsened over the years . I am absolutely terrified ..

    I have just been awarded on going on pip I had worked for a local council for 30 years my HR gave me in writing I could not do my job any more so I left my job sent all that paperwork to pip explaining this that’s why I was given my on going award not only is it very stressful to go through the pip process you have your assessment to go through do the government know how hard it is to claim pip its no joke I suffer from very pain full arthritis in my spine and hands my pip goes on extra pain relief and I pay for my prescriptions I like may others on pip need the pip payment it’s getting worse if this does go through no conservative vote from me what is the disability right?this is going to make a lot of people Ill and more stressed not to mention mental health please show some compassion.

    I am an existing claimant with severe ptsd.  Only had one month of it!  But it has really helped me. If they do means test would they take my husband's income into account? My depression is spiralling today.  This is so horrible

    I've just emailed my tory MP he has been disabled himself many years and is very helpful and approachable. I've mainly pointed out what impact this will have to all disabled people regardless of age, race or financial situation. They already means test E.SA DLA and PIP are supposed to help with daily activites help and care. I shall update when/ if I hear back from him.

    I have (with great difficulty) savings over the £16000 that hopefully one day I'll be able to use to buy a flat or shared ownership. I get PIP and contribution based ESA and I'm not eligible for means tested benefits. Currently I live in a shared house in London which is problematic.

    I'm hardly wealthy - people who own their own property have this disregarded. How will disabled people be able to save money for a deposit if they are expected to pay for care needs out of any savings? And to add to the difficulty, I need money for medical costs as NHS waiting times are now years!

      @Ella Totally agree with you. Hate to advertise, but have you looked at Benenden health. I have been with them 36 years. They are absolutely great and it only costs £12 a month. 
      They have just helped me with surgery on my legs .

      @Anonymous YES it does, and it will continue to do so.  Someone's got to fill in the 50 billion quid gap in the governments cocked up coffers.  Disabled people will always be punished for being ill/sick and disabled.  We're an easy target, as there's really no one who has the balls to actually defend us with significant results.
