Community Care grant

We have just been turned down for on appeal for a Community Care Grant. Reason given is that the claimant is receiving "both elements of ESA, which are income related and contribution base." Is this possible? I thought it was one or the other

Yes, it's not unusual to get both elements. The income-related ESA tops up the contribution-based in the same way that income support can top-up incapacity benefit.
