Has anyone ever received a decision reason (in the appeal bundle) stating regarding walking ability 'he is thought capable of adopting appropriate measures if overly concerned about the risk of dizziness etc' and later regarding care- 'he is thought capable of attending to personal care...'
The only evidence in the bundle is from the Claimant, who sets out a fair case for showing he has care/walking problems. A DWP requested GP report who confirms several of the claimant's conditions, once of which is described as severe. (The report merely answers the questions from the Decision Maker, who did not ask about everything.) Have I missed the point here- is the wording suggesting that there is other non disclosed information that maybe the Claimant is being wholly truthful?

If they think there is a lie they would say so, but often people who are sick are worried about doing certain things that might make them sicker again
the way you have posted "thought capable " make me think the person might need educating and teaching and showing how to manage certain aspects of there care IMO
