'Virtually Unable to Walk'

Can anyone tell me please, just what EXACTLY does 'virtually unable to walk' mean? Is there a distance or measure that DLA apply to this?

I can only walk a maximum of 25 feet before my unstable angina kicks in and I can't breathe and have chest pain. The current decision (which awards low rate mobility) states: "Although your walking is limited, you are not unable or virtually unable to walk."

I am in process of asking them to look at the decision again and it would help if I had something to quote them -- some standard or measure of what 'virtually unable to walk' actually means.

Any help any of you could give me would be gratefully received.

I always find this descriptor a difficult one.

I know someone who gets HRM who can walk around a supermarket, but they're in constant perpetual agony / pain. They were awarded HRM on this fact.

This would fit in with the link Jim provided. i.e they were unable to walk any distance because all their walking was with severe pain present.
