During most of the period of any award their condition must allow them from time to time to benefit from enhanced facilities for locomotion (see DMG 61413 - 61414)1. 1 s 73(8)

if you cant go out you wont benefit

Benefiting from enhanced facilities for locomotion
61413 A condition of entitlement to the DLA mobility component is that during most of the period of any award the person can, from time to time, benefit from enhanced facilities for locomotion1. The word “benefit” should be given a wide interpretation. It can also include mental stimulation from being able to get out and about without the person necessarily appreciating that such benefit is being derived. Locomotion is not limited to walking2. However, for the purposes of the lower rate DLA mobility component, people have to be able to walk out of doors (see DMG 61256 et seq and DMG 61392). 1 s 73(8); 2 R(M) 2/83
61414 It would be rare to disallow a claim solely for the reason in DMG 61413. Those excluded may include those in a vegetative state, claimants whose condition renders them unsafe to be moved and claimants so severely mentally deranged that a high degree of supervision and restraint would be required to prevent them injuring themselves or others1. If in doubt the DM should seek medical advice.
