Is the submission the preliminary grounds of appeal, or is it a response to the DWP's submission on your appeal? If this is all the CAB have written in the final appeal submission, it would be very poor to the point of being irrelevant. However, if it is a preliminary notice of appeal on form GL24 (or equivalent), it will suffice at this stage.
You can certainly add any further information that would be relevant to your appeal at this point in time, but if you have not as yet received the DLA Unit's submission as to why they disallowed your DLA claim, you may prefer to wait until that time?
In any event, you should submit your notice of appeal within one month of the date on the disallowance decision letter, as you can send in further evidence/information at a later date if you wish, in advance of the appeal hearing.
The lady from next door can certainly accompany you to the appeal hearing. You can either inform the DLA Unit of her representation now, or wait until you receive form TAS1 from the Tribunals Service and enter her details on this form.

Hi Jacqui
I have to at least credit the CAB for allowing you to read the appeal submission.
When I relied on the CAB years ago they submitted a five-page appeal statement on my behalf without giving me a chance to read it. It didn't contain a single sentence that I agreed with!
Good luck
Derek

Clearly this is the CAB's final submission to the tribunal, which as I have said, is not very helpful at all to assist with your appeal. However, the decision as to whether or not to send the submission to the tribunal, is entirely for you to consider?
As you have received a date for the hearing you will already have completed form TAS1, so you will need to write to the clerk to the tribunal to let them know of the details of your representative.
