The problem with using absolutes is that if they don't fit within somones expectation of an appropriate range, you might fail.

Which I guess takes us back to the original question, to which I would say, I haven't seen such a value used with regard to ESA.

agree not used with ESA but with war pension and other benefits has been used for years
