A tribunal is a court of law, and so has to take place in public. But it is extremely rare for a member of the public to attend, and as Survivor said you can ask the judge for a private hearing. I think a judge is much more likely to agree to this for a sickness benefit hearing, than perhaps a JSA or benefit overpayment hearing.
