Can a Claim for Dla trigger an ib medical?

If you are pca exempt does it not depend on you receiving higher rate care for DLA.
If you have a renewal DLA and find that you do not get the higher rate care this time round as they are being tougher about who gets it. Then will this not trigger an examination/interview as they will now say you are no longer pca exempt.
You also exempt if blind

There are many reasons one maybe exempt the PCA other than being in receipt of High rate DLA Care.
One as Dave mentions is blindness.
There is a comprehensive list of those exempt or treated as being exempt the OCA here:

I last claimed DLA in oct 2007. My IB medical was not due until Feb 2008.
I failed the DLA claim in nov 2007, (no medical given), a week after I got the failed letter I got a work focused interview letter for IB, within a week of that I got a IB50.
I then rang the job centre about the WFI, and asked to be excempted from it, they were hostile and said I failed the DLA claim so am obviously fit enough to go in (so they admitted the DLA claim triggered it). They eventually agreed to defer it pending the medical result. I passed the medical and then got excempted from the interview. After that I learned to not risk my IB by claiming DLA again.
This was also the time I had an argument over using medicals as evidence, they were telling me they can use a failed DLA medical report as evidence to kick me of IB but I cannot use a passed IB medical to claim DLA.
