apealing to the higher tier

having recieved my resons for turning me down on my first appeal for ib is it my understanding that if they where found applying the letter of the law.
Even though for medical resons i did not attent my first appointment then i wont even get a chance to go to the higher teir of appeals.Inever got a chance to to make my case.If there is any otherway to apeal this please Let me know thanks so much.

You can only appeal a tribunal decision on a point of law, not of fact.
