Found a document did I get it here ?

Found a document pdf on my computer to

dated the 13th August 2010 about the
Employment and Support Allowance (Limited Capability for Work and Limited Capability for Work-Related Activity) Amendment Regulations 2011

Its 197 pages long with a EXPLANATORY MEMORANDUM then sets out the esa as now then the changes also has a chart with old and new side by side and details of what job centers have to do in march to start the new way did I get it from here ?

The document in question would appear likely to have been downloaded from the DWP website, or perhaps directly from the Social Security Advisory Committee website?
