I’m not an expert in benefit legislation but I can tell you that public information leaflets such as the one from the Tribunals Service that you linked to, do not generally give definitive statements of law. The advice that the B&W guides give, even if there has been a change in law that I am not aware of, is safe advice, because it would be on the cautious side.

I would advise you not to worry yourself ill about researching how long you have to prepare a submission, but just focus on preparing the submission. If you need longer than a month, take longer than a month. Just do it as soon as you can and explain why it’s late, if it is late. That would only take a few sentences.

The information leaflet you’ve linked to does not say that all papers must be submitted at least 10 days before the tribunal date. It says that they send the papers to the tribunal members at least 10 days before the hearing, and asks that you send your submission ‘well in advance of the hearing’.
