Can I double check that the £727 money isn't a PIP payment of £737.20, which is high rate care and mobility?
And you may have to check if he is receiving ESA or UCA.
If he is, he should be receiving more. Have you checked his bank statements/does someone else have control of his money? Does he have a social worker or a housing officer who could help you?
