Sometimes technicalities matter - and this is such a time. It is most unlikely that your husband will be able to speak for you, but he can help by asking you questions. There is also absolutely fine to take notes in with you as prompts for what you want to say.
As ever - try not to worry too much about displaying your disabilities, I know it goes against the grain, but this is about just that - letting the panel know what problems you have!
