Disability Alliance has reported that the 2nd reading of the Welfare Reform bill in the House of Lords has been delayed. It was due to take place on 19th July but has now been put back to 13th September. Disability Alliance believe this may be due in part to their threat of a legal challenge in relation to the proposal to replace disability living allowance with personal independence payment, whilst the government claim it is due to pressure of other business.

However, as parliament is on its summer recess from 20 July to 5 September, the delay is only a short one in terms of parliamentary time. Nonetheless, it does give campaigners –​ as well as the government - the opportunity to brief and to lobby members of the House of Lords over the summer.
