The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    The government want the disabled to die of shame , like their lives are not hard enough my daughter can't speak, feed herself will never be able to work , which is terribly sad and just to add to that will have to live on vouchers , keep her dignity, have these people got a beating heart or just a swinging brick?????

    Preserve human dignity by keeping the BIP on cash because the voucher is an insult to the disabled person. This decision was taken by Rushi Sunak’s party because it supports the bourgeois class and they do not care about human dignity and feelings. Please keep cash payment. If you want a voucher system, try this on ministers and parliamentarians so that they receive their monthly salary through vouchers, and then you will know which mistake you want to decide.

    Is there any updates as to when we will find out about these reforms? Everything I read seems to revolve around "getting people back to work" "dignity in working" etc etc. But I, and many other people claiming PIP do work. The PIP helps us to stay in work!!!

      Oh gosh if the labor council in Coventry are anything to go by then this does not fill me with confidence. Recent example they have turned off the street lighting after apparent "extensive consultation" with the public (they asked 36 people and the majority said it was a bad idea). 

      Hopefully it takes years!!

      @Holly I'm going to assume based on the usual procedures is when they get back in September after their August break they'll read through all the responses (each response to a consultation is usually read at least twice by separate people) once that's finished they usually publish a "response" which will say if the feedback was overall negative or positive , it will also say if they are binning it or which parts they may adopt 

      It then gets published as a white paper. It may but not for certain then progress to a bill, this has to pass several stages in both houses, an uncontroversial bill can on average take a year to pass into law.

      This is most certainly going to cause a major backlash so expect the lords to delay it to the best of their abilities and decent mps in both houses to amend it till it's virtually worthless anyway.

      If it ever does get to the finishing line, it will then need testing in small trials. If the absolute worst happens it'll still be YEARS until it reaches the claimants letterbox/bank account.

    I am so glad I didnt vote Labour as everybody was warned about them , I have osteoarthritis hands elbows and right big toe & still work although in a lot of pain  , I  am in the process of claiming pip if I receive it I can take a easier job one that wont hurt my condition as much , a voucher will not help me do that ,it will just make me suffer for longer

      @Dawn They had the chance to throw these ideas in the bin.  But they've decided to continue with the idea, but will take to public consultation before making final decision.  We, genuine PIP recipients, need to fight this as hard as possible. I rely on PIP to live.  I cannot work due to mobility issues, severe arthritis and cardiology issues.  Public consultation could save us. We must make sure we stand up for ourselves.  This is inhumane and I am worried sick.  Not helping my erratic blood pressure, AF. Feel sick that this Tory suggestion is even being contemplated by a Labour government.  Liars!

    I'm totally truly worried about this because I need to pay for my broadband bill and mobile phone bill bloody vouchers can't pay for my broadband and mobile phone bills i really need my pip money to help me with these bills  because I suffer from depression, anxiety, stress, i am also have adhd and arthritis in my fingers and knees I just hope that they will keep cash and i am autistic person 😢

    The government are trying to force the sick, vulnerable and disabled into a ludicrous voucher scheme, which based on the escapades of the past and I will also include the current government doesn't stand a hells chance in working, as it will in fact cost the country even more, employing various advisors for this and that, leading to more committees and sub-committees. Vouchers will cost us dearly one way or the other further down the line. There is only one set of vouchers we need and they are currently being printed by the Bank of England.

    Could someone please tell me will these vouchers help me with the running cost of my car help pay my phone bill and when money is a bit short helps with my food 
    My car is my only way of getting out and about 
    Will these vouchers be able to be exchanged any where or will it be only certain places that except them if so you can bet it will be at an inflated price
    Could someone also advise us what happens to left over vouchers if not used in a certain time are they written off thus 
    losing out 
    The people who need it are being penalised but then the people who make these decisions are not in the real world neither does it affect them

      @Dave Cheney The vouchers would need to be un- expiring like money is , or if you had a lot saved up for a large purchase you would lose hundreds if not thousands of pounds. A mobility scooter costs thousands to purchase outright and a mobility chair or bed can cost hundreds outright too.

    as some of  you may have seen on the news, Kendall is going to publish a White Paper (ie, what the Government intends to do) on welfare reform. This bodes ill in relation to PIP and other benefits.,...

      @Matt I'm really worried and very anxious what's going to happen as I rely on my pip for taxis and a cleaner etc which helps me a lot, if they do vouchers vital help I have will be gone and I won't be able to get about for taxis etc, I have epilepsy, dyspraxia and severe anxiety a d I've had sleepless nights hearing this latest news.

    This is unbelievable, i receive pip and its helped pay bills and it helped keep a roof over my head, im still struggling with mental health, stress and anxiety and also a heart condition which i`m on tablets for life, to remove the pip would put me back, vouchers don`t pay bills or put food in peoples cupboards or heat there houses.
