The £324 Cost of Living Payment, which follows on from a £326 payment made in July, will be paid out from 8 to 23 November the government has confirmed.

The second payment will automatically be paid into the bank accounts of those eligible in England, Scotland, Wales and Northern Ireland who receive a qualifying benefit./  This means that, in theory,  you will not need to do anything to receive the money.

Though, as those eligible for the £150 disability benefit payment have been discovering recently, things don’t always run smoothly.

To be eligible for the second payment, families must have been entitled to a payment (or later found to be entitled to a payment) of either:

Universal Credit for an assessment period that ended in the period 26 August to 25 September

or

  • income-based JSA,
  • income-related ESA,
  • Income Support
  • Pension Credit

for any day in the period 26 August 2022 to 25 September 2022.

Tax credit-only customers, who will receive the second payment shortly after DWP payments, must have received a payment, or an annual award of at least £26, of tax credits for any day in the period 26 August 2022 to 25 September 2022, or later found to be entitled to tax credits for this period.

The payment will be tax-free, will not count towards the benefit cap, and will not have any impact on existing benefit awards.

Over 8 million households should receive a payment.

Full details are available on the government website.

I know we have until 23rd November to receive the £324 but I haven’t received mine yet.  The £326 was paid straight into my account on 14th July, first day of the payment schedule.  Money is so much tighter now and I’m worried I may be one of the unlucky ones, this time, having to chase a missing payment.  Phoned the DWP but the advice is not to contact them until 24th November if there’s a problem.  The wait has really got me  ‘on edge’ this time.  (I receive income related ESA.)

I know somebody who had the second COL payment yesterday (7th) as a pending payment showing in their bank account so looks like they have started this week. A lottery as to who will  recieve theirs first though

Why has the second cost of living payment been moved yet again to another month? This will be the third month in a row it has been moved? Is it because they will not pay it because we have yet another benefits minister?

I have posted so many times of various artic;es that ESA contribution based do not qualify and I have asked WHY?  I have never had an answer from this site so it does make me wonder if these comments are read.  I messaged someone on a change.org petition about this conundrum and he wasn't sure of the answer but believed that the DWP feel that those on contribution based ESA are better off than on income based, which I find rather presumptious as having received my PIP £150 energy grant it went straight out to pay a plumber.  Now I am looking for £100 to pay my insurance to have a double glazed window replaced.  For the majority of people I know on IB ESA their Landlord sorts it out.  So who is really better off?
Isn't it about time this site looked into this and started something to rectify this anomaly!!!

@David Rimell Contribution based ESA is not means tested. If you have savings under 16k, you could ask your job centre if you qualify for an enhanced and/or a severe disability premium.  These extra premiums are part of income related ESA and not a part contribution based esa. Savings under 6k do not affect means tested benefit. Anything between 6k and 16k affect means tested benefit on a sliding scale. If you have savings over 16k you won't qualify for any means tested benefit.
If you are not receiving means tested benefit, there is no automatic entitlement to cost of living payments.  If you find out that you are entitled to the extra premiums above, then you will receive part contribution and part income related benefits and then potentially entitled to the full cost of living payments.

@David Rimell These comments are just for users to comments on news pieces. They aren’t monitored by moderators or anyone. If someone wants to reply to your questions they can but they don’t have to (like I am now). I’m not fully sure why contribution based ESA isn’t included but I assume it’s because it’s assumed that those on it have savings or wealth. If you want to find out a proper answer, you’d be best to write to your MP. The writers of this website won’t know exactly why contrib ESA isn’t included on such a recent law provision I imagine.

I get Industrial Injuries Disablement Benefit, which is deducted from my Housing and Council Tax Benefits at a rate of 85%. Rather more than the tax rate for billionaires. This means I'm not entitled to cost of living payments as I receive around £8 a week above ESA. Why does this disability payment resulting from an examination by the DWP's own medical staff count as an extra income that puts me on contribution based ESA? Doesn't seem much like justice to me...

I rang dwp as we didn't receive first payment. They told me we were on contribution based esa so didn't qualify. I rang again 2 weeks later about another query and asked about payment to be told we did qualify for it as we were getting income based in the qualifying weeks in April! She said I would have to fill in the online form as she couldn't do anything. Went on gov website and it only lets you fill in for missing pip related payment. I guess I'll have to wait and see if it comes with second payment as we're now back on income related esa.

Why are those on Universal Credit getting £2200? ( £1000 lump sum during the pandemic) and those on PIP get £150.??
How are we expected to run our electric bath hoists, oxygen, my 24 hour a day feeding pumps, kettles for sterile water for Port flushes, electric beds and full replacement air mattresses??
    This is not fair.
I’ve sent my electric pump bath hoist back.
    No feed and I starve.
No sterile Nasogegunal water and aspiration pneumonia and sepsis.
    Ventilator again.
Why can’t the government not see that those on Enhanced PIP for care and mobility need more than the £150 we are getting?

Why are UC claimants getting £2200??
Just let the sick and disabled die.
    That’s the Goverment stance.

@JHG 2200 who told u that? It's 650 over 2 payments that's it for universal credit it's not much, u shouldn't have had to do that they should look after every 1 esp with severe needs like yourself

My friend is on old style ESA (contribution & income combo) and was missed from the cost of living payments. I completed the form and they agreed he was eligible and said it would be paid in September (presumably when they expected to pay the second one). No sign of it yet. I have little faith he will receive the full two payments when the second one is paid out. Still trying to find out if he has the £150 as he is autistic and getting him to go into the bank to get a statement is difficult.

@Rumtruffle I was told that contribution based esa overrules income based esa and you don't qualify for the cost of living payment if you get contribution based. Very unfair I think.

@Rumtruffle I was told that I wasn't entitled to it on the same benefits as they pay me more Contributory ESA than Income Related. I filled in the form and they called me a few days later - now have a £1400 energy bill I cannot pay. They want £300 a month off me, which I cannot pay. I have also been kicked off the warm Homes Discount scheme too for the same reason ....

So, "doing the right thing" and working before I became sick and disabled definitely didn't pay here!!

Bit unfair that like myself I'm on contribution ESA support group and don't qualify for the payments, I'm disabled HM Forces Veteran who fought for my country 😢😢

When the dates came out for the £600, my husband and myself were entitled. We were both in receipt of pip. My husband was in exceptional poor health. He also had his state pension and pension credit. Being below state pension age, I was told I couldn’t claim in my own right when he made his claim a few years ago. I was put on his claim. Unfortunately my husband died in June and while I was sorting out my finances, I was told because I was on my husband’s claim and under state pension age, I wouldn’t be able to get the first part payment of £324. I still can’t get anyone to clarify what the money (albeit a very small amount) was that I received. How do I find out?

I don't understand what's going on. I've received 2 letters with bar codes at the bottom. I had to take them to the post office with my I.d and got £55 & then £75. Stupidly I threw the letters out. Last week I got the £150 cost of living payment in my bank account, I'm assuming  due to Pip. Yet I'm told by everyone its a mistake as I get esa and should have got the £600+ instead. Nothing is clear when reading the information  on dwp and charitable Web pages.
