The DWP have published the results of a survey on the public’s attitudes to a worrying list of new powers it is considering acquiring, allegedly in order to combat fraud, error and debt in the benefits system.

The proposed new powers include:

  • Trained DWP investigators having arrest powers
  • Trained DWP investigators having search and seizure powers
  • Collecting information about where claimants are spending money
  • Collecting banking information as soon as fraud is suspected, rather than waiting for a criminal investigation
  • Asking banks to share information about accounts which look like someone may be committing fraud
  • Government organisations sharing data with DWP about claimants

The DWP research claims to show that a majority of the public were in favour of every one of these measures being introduced.

Even amongst a group of claimants, the DWP claim, more people considered the powers acceptable than found them unacceptable, with the exception of collecting information about where claimants are spending money. 

Given the levels of incompetence, data loss and unaccountability at the DWP, the possibility that staff could arrest claimants and seize their possessions is likely to alarm many readers.

Equally, the idea that the DWP could begin examining bank accounts and looking at how a claimant is spending their money merely because the they suspect fraud is a cause for real concern.

With the department increasingly relying on AI and algorithms they don’t fully understand to detect fraud, the possibility of claimants being wrongfully arrested and facing long and poorly resourced investigations seems real.

No legislation has yet been put forward by the DWP and many will hope that a general election intervenes and that these proposals never become anything more than the wish list of a failing department.

    Wow.  As if the government doesn't doesn't already incite enough hatred towards the most vulnerable as it is.  The process I've gone through to even GET the ESA & PIP I currently receive, is the most demoralising, dehumanising, and mentally excruciating I've ever faced.  I already feel worthless, a burden, an undeserving.  I hear comments from people about how we live the life of luxury at the expense of the tax payers.  Yeah right.  My life is a very isolated one due to severe mental health issues.  I don't socialise, in person or on social media.  Even the thought of it sets my mind reeling.  I don't look ill.  I should just pull myself together.  That's like telling an asthmatic to just breathe.  I don't eat out, I don't have holidays etc, my needs are met by shopping online.  Each parcel I may receive has me terrified that people are saying, "Always ordering stuff, but doesn't work."  Firstly I only order what I need, that could be anything in that cardboard box, from Tampax to dog food.  I also have elderly parents, and I order on their behalf - so breaching my data wouldn't be a fair assessment anyway.  Any more fair than it is for people to judge me and what may come to my door.  I do walk my dogs, once a day.  It's the only thing keeping me alive.  For years I was told to exercise.  I can't do that without my dog.  I always worked.  Raised three kids single handed whilst working full time.  If I didn't NEED to claim these benefits, there is no way in hell I would put myself through the degrading and barbaric process of applying.  I certainly can't con the health professionals, and at the end of the day that should be proof enough.  I live in a very small bubble already, I don't want to end up in a tiny tadpole jar.

    Brilliant, more problems to deal with.  My son is autistic and was told by his social worker he needed to be more independent.  Then covid arrived and his support was removed entirely.  Apparently, his autism must have gone!!!  So now he has no support and cannot manage his own money. I constantly have to bail him out of problems, during covid he bought a horse - a real live one, from the internet!!!!  He does not do this because he is rolling in extra cash he does it because he is autistic, with no support and SS told him he did not need to listen to his mum because he has capacity.  I still work full time as well as provide care, regularly having to spend days with him in hospital as he won't stay alone and now I will have to fight with the DWP much more regularly because he has done something autistic.  I do wish part of their training was spend a day herding cats to get a feel for what we deal with all the time trying to make sense of their nonsense.

      @Sheena Parry My Son is the same he too cannot manage money spends literally loads of money on PlayStation and Google play,I have tried everything however it still happens,for example look after his debit card ,did he not only secretly I have found out apply for another card,waiting at the door around post time,for it too arrive,he does have a support worker now,however the problem has been going on,years told them however they suggested something,tried this but it still happened after a while,and like you say now this to worry about.

    I am horrified, I have four letters from consultants and doctors stating I will never improve, and this is perminant, I suffer with a degenerative disease also mental health issues due to mobility and pain issues.  I pay towards my care my council also paytowards it, i have three carers. 
    I was up for review a few years ago and was told i would need to appeal because they didnt think I  i ended up taking an over dose, i was hospitalised for a few days & at that point i was told I was entitled to pip 
    I will have to reapply in about 18 months, and I cant go through that again. ( I was told that the next time i had to appy it would be a soft touch because it had negatively impacted my mental health )  I still wish the over dose had worked, I am already stressing about reapplying. I was originaly on DLA and had been awarded it for life. I am stressed and worried about the goal posts chaging all the time. I honestly think they want disabled people six foot under. 
    I think it must be a breach of human rights to see what people spend thier money on, I dont have anything to hide, by the time £100 a week goes into my care my  bills and mortgage are paid i dont have much left over so my son buys most of my food for me.  
    When I see people milking the system it makes my blood boil, I am all for making sure the help goes to the right place but taking things to this exstream is barbaric

    Infuriating, but sadly unsurprising in the last analysis. Ultimately the establishment’s record for disguising tyranny as social responsibility is a consistent one. This was probably on the cards from the day computers hit the stores and everyone went online in a rush of childish excitement, the more delusional even claiming the internet would guarantee freedom of information because the web was ‘too big to control’.

    These results tell us nothing new. There is nothing unusual after all in people clamouring for more of what’s killing them, incapable of understanding the broader consequences of decisions made ostensibly for ‘public protection’, or perhaps stopping to think it might be their turn in the barrel next.

    You don’t have to be religious to appreciate the exchange at the heart of Robert Bolt’s play ‘A Man for All Seasons (1966):

    William Roper: “So, now you give the Devil the benefit of law!”
     
    
Sir Thomas More: “Yes! What would you do? Cut a great road through the law to get after the Devil?”
    William Roper: “Yes, I'd cut down every law in England to do that!”
     

    Sir Thomas More: “Oh? And when the last law was down, and the Devil turned 'round on you, where would you hide, Roper, the laws all being flat? This country is planted thick with laws, from coast to coast, Man's laws, not God's.     The only devil for the elites lies in the twin bugbears of individual liberty and public accountability, both of which are now firmly in their sights from 'smartphone' voting to a digitised health service and 'remote' doctoring. 

    This a recipe for witch trials and it’s only the beginning. We are all ready robbed blind of our entitlements. A cashless economy, with ’social credit’ algorithms determining where - and even whether - we can spend ‘money’, is next. Much maligned ‘conspiracy theorists’, unlike what I call ‘contented grazers’, saw all this coming.

    It’s as simple as this both the Labour and Tory party hate and despise anyone on a Sickness or Disability benefit, we are seen as a massive drain on the Economy that they could well do with out, if they could they would definitely bring back some form of a Workhouse as punishment for being vulnerable and disabled or just simply unemployed, so they come up with the next best thing to make those people feel stressed out, degraded, worthless, because of their unfortunate situation because they claim, they think most of us are frauds, not really sick or disabled, workshy, stay in bed all day, making it all up, even with confirmed medical evidence (even though we pass the rules and criteria set in law by the current government to gain those benefits which we are entitled to, if weren’t entitled to it we certainly would NOT be get them) this may sound ludicrous but the Charles Dickens novel A Christmas Carol is still relevant today as it was back in the 19th Century and that book is over 170 years old!

    I just want to submit as someone who suffers from chronic heart failure and constant breathlessness that claimants are often highly vulnerable people who need all the sympathy they could get. It's not pleasant to go to bed with the knowledge you might not wake tomorrow. The highly intrusive methodology being deployed makes benefits very unpleasant indeed. I have been under investigation for travelling out of the UK to seek new discovery medical help without informing DWP. 10 weeks after the investigation, I literally beg for food and medication and I am about to become homeless. 'Still awaiting decision". Not very beneficial to my situation.

    I hate this country now.  I used to be proud to be British.  Now I'm afraid to be British. To breathe, to go out, to go on holiday,  to use my bank account,  in fact, just to be.  Because it seems everything genuine  benefit claimants do nowadays arouses suspicion.  We're governed by threats to cut our lifeline benefits, bullied at assessments, driven to near insanity waiting on the outcome of same, forced to 'rethink' challenging decisions for fear of losing everything.  Every day.  And now we fear the Postman too, incase he brings another DWP threatening letter.
    So, now our bank accounts are to be scrutinised.  That'll lead to folks keeping money in tins and jars under the bed again.  Making them vulnerable.  And the bit I really, really don't understand, is when a court orders the DWP to do 'something'....stop threatening, repay claimants after stopping their benefits, stop sanctioning people to the point where they're left hungry and worse....and they ignore the Court Ruling with impunity.  And that's it.  Nothing changes.  Is there no one in this country to punish THEM for ignoring Judicial instruction?  So what's the point?  As far as I can see...its 2 fingers up to the Law and 'Dwp rules ok' sprayed on every wall in the country.

    This is terrible. Yet again, this government is making us ALL out to be useless sounders. One of the reasons my pip was reduced, was because I don't take public transport, I drive instead. I told them, where I live is at least 25 miles away from the nearest town, I would also have a great problem getting on or off a bus. The interviewer lectured me over the phone for having a car. I told him I have an electric car. No answer!!

    Is this also about identifying those claimants who have sufficient 'wealth' behind them to justify the government stopping future support. The blanket application of an ability to pay tax grab that would get universal support from everyone not disabled. Dangerous!!!!!

    Even the police need reasonable cause.  They also need warrants before searching homes and financial data.  The cost of these alleged actions could be astronomical. They would also have to set out what is acceptable spending before judging.  I can understand some public questions with the news/programmes that look at those that cheat the system, however, the fact that a cheater is newsworthy shows how relatively rare they are.

      @Ruth The need for a warrant is going to be removed for Police as well. They are going to be allowed to enter a property if they feel they have reasonable suspicion

    I believe this is  an infringement  on peoples civil liberties.  Just because a person is on benefits you should be able to delve into their private and personal accounts and look at what you want.  This system and Government is becoming ridiculous believing that we  have no rights in what can and be done to us.  Just as their are Laws in place for peoples Rights this is something that should not be allowed to happen, as there is a International Supreme Court.  Instead of the DWP doing their fraud investigations properly, they are tarring and targeting each individual that are on Benefits. We have enough to contend with the cost of living debacle that has been created.

     No to DWP getting these powers to harass genuine claimants.
    This government needs to address it’s own corruption before harassing innocent people to there deaths again ,  
    We’re supposed to live in a democracy not a dictatorship!,
    This will be a step to far if this is allowed to become legal for the DWP to carry out these draconian measures, 
    Do not allow them to interview you alone, Have a second person present always.  
    Record all conversations for training purposes!.

    What type of spending are they looking for? It’s vague and loosely worded, so it sounds like they are attempting to come up with excuses to end all benefits. 

    I have an ultra rare neurodegenerative disease Chorea-acanthocytosis. I don’t drink, smoke fags, go on holidays, turn on my gas for heat or hot water ( except for my electric shower) nor go out to pubs, clubs, restaurants nor do anything extravagant. I don’t eat meat, so I try to eat two nutritious meals instead of splurging on unnecessary items.

    What are the spending issues that they are looking for? It sounds like another way to increase the pressures on people for anything you spend, with no defined issues. 

    Where are they looking to cut? I only have one pair of trainers that fit my braces, but they have holes in them. I need a pair of shoes that are extra-wide, and I would like them to be waterproof because I don’t want to wear wet shoes during the winter.

    This is very confusing and concerning. I have a cat as a pet because I don’t have many friends where I live due to discrimination against the disabled and most of my friends have moved away to other places, inside and out of the United Kingdom. I can only take the trains, but I can’t afford long trips because of my budget. I need to renew my passport but the cost is very high. I need some new clothes but it is very expensive and I am allergic to synthetics. 

    I do play Euromillions twice a week. That’s £5 per calendar week. I would love to have money for trips to see friends, and if I won I would not require benefits if I won. There’s no cure nor hope for my disability, so if I won the lottery I would not use Benefits. Does this mean that I am horrible?

      Stephanie, I don't trust the DWP to just go after the "scroungers", they will use those powers just for nosiness because they already have power to deal with the minority, this is about their looking into every claiment. This is nothing more than fishing into everybody to catch an insignificant minority. I pay for virtually everything by credit card so they can only see one single payment going out of my account, I am entitled to MY privacy, there is a chance they may extend those powers to credit cards as well in which case I would buy a prepaid card instead, they have no right to look at my spending it is an intrusive power that should never be allowed. The big brother state has been creeping up on everyone but now they are starting on the weakest, from the negligence in sending elderly back into COVID ridden homes and now the disabled. Remember that fine line "and then they came for me, but there was no one left, to speak for me".
      If we don't stop it here, and now, we will all be caught up in this vicious attack on disabled people, because a few decided the policy sounded reasonable while ignoring the detail and the much bigger picture of government behaviour.

      @Stephanie This wouldn’t make sense though would it? For a start, someone receiving this wouldn’t be able to buy or lease a car like that because of earnings. And for people in other groups, are you saying that they shouldn’t have things? Someone classed as unable (in whatever group) should have no joy or escape? Where would the line be drawn? Would someone not only have to struggle but also be destitute? People have family trips, or cheap flights or whatever. It still comes from the same amount as anyone else. So wouldn’t this be taking it to a level of not only what someone receives, but also then what they purchase with it? Cus that quickly becomes a slippery slope. Next it would be “why do they have Netflix?”, or “they bought a train ticket and a Starbucks”. All for being unwell? Someone who saves a bit through the year to go away for a few days or a family who helps and takes someone away for some sun or a change of scenery would then be wrong to do so?

      @GansInOxford As I read this, I understand it to be looking for people on means tested benefits yet who are jetting off on foreign holidays several times a year or driving expensive cars such as Mercedes or BMW's.  I would just like to add that neither of these examples apply to myself nor would I suspect ANYBODY who takes the time out to submit to this forum but unfortunately this does seem to be a very true fact of life which ultimately only serves to reflect negatively on the genuine claimants, such as ourselves.

      @GansInOxford I hear you. Same as me,no drink cigs,parties,socialising, buying clothes,no holidays, I've been veggie 45 years, I have to watch what I eat v carefully also because of two of my conditions.I haven't a single friend who visits. Nor could I tolerate company for too long.
      My only pleasure is a few £1 thunderball on lotto per week. 
      My beloved doggo and that's it,My brother takes him to his house with a huge garden four or fives times a week after work for a good run with his dog,i cant even walk my beloved boy.. I use to have a house full of my v much loved and cared for animal's. I'd give my soul to be back to those days ,I've got Tv when I'm up to it, but not often can I sit well enough to watch it.. one of my health woes dictates I have to lie down a great deal and sleep if I can. Life no bed of roses. Oh to be fully functional. I totally get you.

    They have always been snooping. I remember back around in 2016ish I was reapplying and I had a tumblr blog at the time with a IP tracker to see who visits it. The ISP called “Uk Government Department For Work And Pensions” showed up on it, I googled it to see if it happened to anyone else and I wasn’t the only one. Make of that what you will.

    Guilty till proven innocent but only on Sunday as the checks are weekly so you are guilty again by Monday while they check you again ....your guilty basically all peasants are according to Tory law they had better run and hide in the woods as a band of merry claimants

    I absolutely take issue with the DWP and government assumption that we’re all sitting at home living the life of Riley on sickness benefits. That view has filtered down to the general public, you’ve only to listen to news vox pop interviews on the subject to see that. Having had a degenerative chronic illness now for many years, culminating in having to stop working in 2016, I have made many good friends who are similarly disabled. Every single one of them would rather be working. In fact, I can think of no-one in my wider acquaintance who wouldn’t. Personally, I bitterly resent my disability for taking from me my career, and consequently my self esteem, my ability to socialise with ease, and of course my financial security. I have a workplace pension which I was able to take early in full, and believe you me, DWP, I was investigated by the pension providers and my old employers to within an inch of my life (and rightly so, I didn’t object to proving I was ill) before I could claim this pension; so have already been through the mill once to be able to claim supporting finance.
    I am on ESA and PIP for as long as they currently allow, which is 11 years, after which I will have to be investigated again, even though my illness is progressive.
    What person in their right mind would go through all that for a fraudulent claim? It’s so difficult to get the damn benefits to begin with, even if like me your disability is permanent and worsening. I’d like to know if the people who were interviewed for the supporting study 

    had been briefed on the process of obtaining disability benefits; did they realise that to pursue a fraudulent claim you would have to fool not only the DWP, but also employers, medical professionals, the taxman, to mention but a few. 
    I’m sick of all this hypocritical ‘helping people back into work’, ‘enabling the disabled to remain in employment’ - as if the majority of us haven’t tried that already. I’m sick of the idea that we’re as a whole a bunch of lazy criminals being encouraged by the damned government of the day. Enough already, it’s hard enough as it is.

    My 40 yr old son claims PIP and ESA for NHS diagnosed mental health problems, lifelong ADHD and schizoid PD. He struggles but is kind and caring.  My daughter and her in-laws are well to do and work hard.  They think the level of benefits are too high and 'disgusting' and people should be forced into work.  What hope is there for a kind society with attitudes like that.

      @May Brendan Your right there is no hope for society, it’s over, we don’t have time for people, we don’t care, if it’s not for profit. There are 650 MP’s representing virtually every ethnic and minority group but despite this hardly an ounce of common sense between them, the Home Secretary sees Homelessness as a life choice. I see a government that decides its people are not worth protecting as a life choice. I worry that lethargy will prevail come the next election but we must change this government , regardless of the cliché ( they are all the same ) let’s think of the other cliché A change is as good as a rest and by god we need a rest.
