I'm taking your question very literally in case someone reading the post takes it out of context

As of January 2011, all IB assessments ceased, so there will be no requirement to refer to a previous medical report for a PCA examination.

The DWP will be looking at previous medical reports when transfering IB claimants to ESA, but I don't believe that a 5 year old report would be considered relevant, because of its age and the differences between the ESA tests and the IB ones.

The ESA assessment looks at your condition at the time of the assessment, previous reports are important as supporting evidence, but a decision will be primarily based on any up to date information.
