Am i required to inform my Benefit Delivery Centre about this? The college advisor said i don't need to worry because the course is under 16 hours. Is this correct?
Also the course is classroom based and sedentary, which will give me relevant skills for finding work, not something like scaffolding!

My money is on you needing to tell them, you don't say what benefit you are on ? that might make a differance

I have been unable to find any authority regarding ESA and education, however, the Permitted Work rules are for a 16 hour/week, so I think you are OK only doing 15.
In the same vein, you are required to notify the DWP of PW, so I would assume the same for this course.
I am sure you have thought of this, from your previous posts on this subject, but you should consider what assumptions the DWP will make regarding your doing this, and your eligibilty to benefits.

I know that if you're doing an Open University course or degree 'full time' at home, then you do not have to notifiy the DWP. It's always been a weird situation. Further more, if you're disabled you can get a DSA ( disabled students allowance ) worth up to £5k to help you take the course ( including mentally disabled ).
It would conflict with just about every DLA / DWP rule if you did have to disclose - but you dont

There is no restriction on claiming ESA while in education once you are 19 or over
