Confused over IB to ESA

With respect to the LCWRA 'Mobilising' descriptor does anyone if "a reasonable timescale" has been defined or is it one of these wooly grey areas that seem to pervade disability legislation?

The rules for Support Group eligibility have also been somewhat revised as shown in the above document.
