do i have to inform incapacity benefit i have changed doctors , or would it be good anyway ?

You have to notify the DWP of any change of circumstances and they don't comprehensively define that, however, I can't see how having a new doctor could affect your entitlement to benefits, so I can't see how it can be a change of circumstances for the purpose of benefits.

You are correct. The change of circumstances has to have a 'material' effect on your benefit entitlement.

A change of doctor would not fall into this category as it would not effect the amount of benefit received. However, there is one particularly important caveat. Whilst a change of address is not a material change of circumstances, a claimant is under obligation to notify the DWP of the change for obvious reasons. Indeed it is specified on form IB40 "Notes about Incapacity Benefit".
