I always say yes, if you get the PA4 it will give you the heads up as to what the decision maker may award, if there are any glaring errors you can write to the decision maker and point them out before a decision has been made, just let the decision maker know that you are not requesting a mandatory reconsideration but you reserve the rights to do so.
