Applying for ESA, no; being eligible, yes!would you happen to know please, if there are any circumstances which would PREVENT someone from RE-APPLYING FOR ESA ?

For Income Related ESA, you need to meet the associated means test.
For Contribution Based ESA, you need to meet the NI contribution and the NI Contribution and/or NI Credit tests, if you are claiming again after having your ESA(CB) time limited, then the NICs used for the new claim must be newer than those used for any previous claim.

I believe that one also has to wait or 6 months after a claim being disallowed, unless one has new medical conditions.

Actually you can make a claim within six months, although the DWP will often deny this, but you won't be paid until you pass a WCA assessment or the six months have passed, whichever is sooner.I believe that one also has to wait or 6 months after a claim being disallowed, unless one has new medical conditions.
So for many needing to re-claim in these circumstances, it is simpler just to treat it as six months before they can re-apply.
