Completing the DLA form

Think of the question as meaning "Are you able to walk outdoors, and if not, how do you get around?" Although it asks about walking, the scope of the question isn't limited to only those people who can walk.

If you can't walk, then that's what you should put. You can explain why, and that you use a wheelchair, just as you have written in your post, but maybe with a bit more detail, as per the form-filling guide on this site.

Also note that if not going out due to illness is a regular thing, then you should tell them how many days you can't go out at all, and explain why your illness prevents it.

You might need to measure - or get someone to measure for you - any distances you do walk outdoors, eg, from the front door to the car, and also make sure to explain about needing sticks/support from someone else in order to manage it.
