I have been invited to attend an interview with a Personal Adviser at my local JobCentre+
As I am currently in WRAG and awaiting appeal to be in Support I suppose this is compulsory.
However, I believe I can ask for a telephone interview because of my condition. It has also been scheduled at an inconvenient time that disrupts my daily routine.
Should I ring them and ask for a telephone interview and see what they say?

Yes, contact them ASAP, however, if this your first interview, then it will be very unusual for them to allow it to be held over the phone.I have been invited to attend an interview with a Personal Adviser at my local JobCentre+

Also, as you summised, WFIs are mandatory, however, it may be possible to re-arrange it for a more convenient time.

well, just phoned them and spoke to the adviser I am due to see.
Very nice person, done some points over the phone and said there is no need for me to attend and it is disgraceful I am being asked to attend bearing in mind my medical condition !
Oh to have more people like that working in the DWP !!
