ESA 12 month time limited contribution based was created by DRAGON2009
I have not heard that the above is actually law yet ? is it in the bill before Parliament yet to become law, or will it be an adjustment by way of statutory instrument ?
Also, is there any meaningful level of political opposition to this particular change ? I haven't heard much lately
And as regards a lot of the ESA changes, I ordered a book about ESA from Disability Alliance, it was supposed to come out in Feb, then they said March, then April, and now its pushing close to May, still no book. Fair play to benefits and work for getting its publications about the new test out speedily

Good question. Unfortunately I don't know the answer off the top of my head. It may be in the welfare reform Bill, but I'm really not sure.
As far as I know, there is very little opposition to this move, except that new Labour say that the time limit ought to be two years instead of one year. So, I think we can safely say that a time limit for contribution-based ESA is definitely going to come in, it's just the length of the time limit that may still be open to negotiation.

I have also been waiting from the Diasability Alliance for various publications - I have now ben charged for my order so I am assuming my order has now been processed and is on its way!

Hi Chris,
If one of the publications you've ordered is the Disability Rights Handbook, it will be May before it's published due to the proposed changes to benefits in the Welfare Reform Bill.
