HB letter query

My brother and his partner have just received a letter from the council stating that someone is coming to their house to review their housing and tax allowance and that they should have their bank statements available. I have never heard of this type of review and I feel suspicious about whoever is conducting the review wanting to see their bank statements. Both my brother and his partner are deaf and have not had a change in benefits or circumstances. Has anyone else had this type of letter?

HB checks are routine and randomly selected. They are just checks to make sure claimants are actually living at the address and nothing to worry about.
