my mother is 85 years old and now needs constant care but will she be penalized on her rent and council tax rebate if she notifies the council that i have moved in permanently with her. I am in receipt of ib at the moment.

We don't advise on council tax rebates and benefits on here.
However, it is important to notify the council that you are moving in. You will need to explain carefully what your position is. Will you be living as a single household or will you be living separately (each contributing your share of the bills and keeping your food etc. separate) so that the council can make a decision as to whether you are a single household.
Do remember that if she gets council tax benefit, this may be paid by a separate department from that which handles single person discounts on council tax, so you must inform both.
Do check your local authority's website for help.

Do also consider any overlapping benefits. Will you be getting carers allowance? This may affect any means tested benefits she gets.

Are you referring to the single person discount or full council tax exemption ?
My daughter moved in with me last year and they removed my single person discount but allowed a 2nd adult discount which is slightly less, because we are both not working.
I can't comment on the rent issue because I own my property and don't pay rent.
