This is an interesting article. I am not quite sure exactly whom they mean by local authority organisations? What I would not be happy with is if hospitals and the staff in them had to start dealing with DWP matters. They have not got the time for this, or am I barking up the wrong tree? I think in the paper, there is a section that said that "they had considered extending the powers to cover both NHS staff and care home, but decided it would be too complicated" however in the next point they went on to say that something like " they had for the reasons stated, felt it would be a good idea to extend the sharing of data between authorities". Perhpas they are referring to the main proposal to share this date with the "mysterious" other local authorities? I would hazard a guess if they were to involve the hospitals, it would be a matter of them simply asking if a person was on benefits and then informing the DWP?
I too refused to have my Medical records uploaded onto the new system last year as it opens the door for all sorts of abuse and misconstruction of info. Lets face it, medical records are full of enough inaccuracies without them being further compounded. We are placated with reassurances that our medical data is secure, however I am not convinced that certain NHS staff never snoop for "juicy" details of someone they know, unfortunately I have heard of this.

the DWP have told local council's for years about your benifit. councils have a system called R.A.T.S. that the DWP list all your benifits for housing benefit

If the DWP are reckless with keeping personal data, the local pizza house delivery database is one database I don't mind ending up on.
