Thankfully the DWP do not create the rules, they have to abide by law laid out in Parliament, although they appear to be a law unto themselves.

Disability Alliance factsheets have an outline of benefit rules.

The DWP publish their Decision Makers guides that advise their DMs how to apply the law.
