I want to include a quote from the "Training & Development ESA Handbook", however, I cannot find this document on any government website, although it appears on several disability sites such as B&W.
Does anybody have an opinion as to whether it is OK to use it as a reference?

cant see any reason not to
as long as you say what book and page number in the document also date of publication
also if you do make sure its an up to date copy

Yes it is, The references at the end suggest that it is an ATOS document, but chasing the link from your second comment it appears it may have been provided by the DWP.
I have also found a link on the DWP site to what may be the same document, but it is broken and I can't find it in the archive.
My concern is if this is not public domain, then quoting from it could cause problems, I'm sure it's unlikely that anyone will want to know where it came from but if I can avoid it, I would prefer to.
The section in question is about the WCA and taking "reasonable regularity" into account when performing the tests. I have several other quotes that cover it, but this is acttually the most descriptive and therefore of most use.
