I have undergone a similar thing: I have had a yearly review since 2005 as successive operations were always in the pipelne. Apart from one eighteen month award I have always been given 12 months.
Last year I was due a review on October 2nd. None came. I phoned and was told there "was a backlog" and it would be November 2nd. That came and passed. Called again and was given December.
In the end I moved area and had to inform DLA. Incap, Income Support etc of the move (as it was a differrnt processing centre dealing with the area in which I now reside) and make sure any review papers or IB50 didn't get sent to the old address in a different town.
Only then did I get an IB50 in late December 2009 for completion in January 2009.
My next review is due the last week of January but I don't expect to hear until after March when the new rules apply.
I don't think there is any way round this as the wording of award notices is flexible and means they can review you anytime on or after the given review date.
It may well be game playing and an abuse of process but the DWP argument would simply be that they are snowed under and that it can't be helped. I'm just sitting tight till the Gestapo summons drops on the doormat and meantime working on my case as best I can.

My review is due in December. I am in an inner city area. Is it safe to assume it will be late by months
