Thanks for your help. I thought it was strange that they sent me the ESA forms. I have printed the IS claim form online. Im gonna fill it out and take it to the Job Centre Plus office tomorrow.
If they refuse to accept your claim and tell you that you must claim by telephone, inform them that this is not the case and they must make a formal decision on any valid claim. Telephone claims are only the DWP's 'preferred' method.
If there is any dispute, ask to speak to the Customer Services Manager immediately, and inform him/her that you intend to take the matter up with your MP.

Just to let you know. I managed to get thriugh to someone on the phone that could help me. I am now recieving Income Support at the reduced rate. Just have to wait for my tribunal date. Hoping it wont be dragged out too long.
