To be successful for enhanced rate mobility where would you include CDLA/2017/2009 under toilet questions or on an extra piece of paper included in your application? I just think not many PIP workers may know about this.

The Case law is for DLA and I believe your query is in regard to PIP. Whilst I can't say categorically that this UTT Decision is not applicable to PIP I would be extremely surprised if it is, the criteria for Moving Around and Using the Toilet for PIP are very different from the DLA criteria.
Also, the Decision pre-dates the implementation of PIP, if this requirement was intended to be part of the PIP criteria then it could have been included and it hasn't been.
