Seems to say you need more evidence for the higher award on daily living so do you have access to a NHS consultant ? That's the best way to evaluate your health issues for the panel.
As mods & members here say you need welfare rights workers for further investigation . There is a new way of sorting out council tax and if folks are on the higher rate of daily living it can bring down the council tax bill so maybe why the courts there are going to make it v hard for higher rate daily living claims.
My best guess is that the DM has cut and pasted from another submission and has failed to proofread yours properly before submitting it to the Tribunal Service.
Given the comment is clearly at odds with the facts of your claim I would not worry about it, raising it as an issue with the panel will simply waste the limited time you have with them.
I recommend you concentrate on showing why you meet the criteria for the extra four points that you need for a higher award, that is really what the panel will want to consider.
