So although existing PIP continues to be paid to claimants pending their review decision, if that decision goes against them I.e reduces their entitlement or stopping it - does all the PIP paid to the claimant during the pending period then need paying back?
Benefits are paid from when a decision is made for new claims and reviews. If you report a change in circumstances, then it will be from the date of the phone call, not the date of the decision.
