No one call tell you what will happen when you put in for a change of circumstances. When you put in for a change of circumstances, they will send out a review form, and you should fill in both parts. You can add a letter to say that you are only asking them to look at your mobility award - but they will look at both. Is there a risk that your high-rate care could be downgraded or removed altogether? Yes, there is always a risk, but I don't believe it is a very large one, especially as on the review form, you will say that your COPD has grown worse.
