Hi LK
Your post does not make sense as PIP is ignored when calculating HB. When applying for HB you can get additional premiums depending on your circumstances.
Discretionary Housing payment can be applied for providing you are in receipt of a qualifying benefit i.e (HB or UC HE).
I would advise you to seek help from your local Welfare Rights Organisation; advicelocal.uk

I did a case a few months ago where the claimant was awarded the daily living component of PIP, she also qualified for the SDP element, local authority were aware that she had been awarded PIP but had not included the element, this was an official error, I asked for an 'any time review', she was awarded the missing element from when she was awarded PIP for both her housing benefit award and her council tax support award.
It only came to light as she was moving local authority areas and was going to claim UC, I picked her up for a benefit check.

Hi Gary,
Thank you for your reply.
I was receiving HB from 2017 continuously in various amounts (usually half of the rent).
By March 2021 I accumulated nearly 6 months of rent arreas from the previous few months.
On the advice of local food bank ad hoc support workers, I applied for PIP and HB claim dispute on 10/03/2021.
I told the HB assessment officer (verbally) that I am waiting for PIP assessment and in the dispute form I requested HB revision due to illness and mental health problems (in writing) and included GP Fit Notes.
HB claim was closed on 08/06/2021 as I was told to apply for UC. At that time I was still waiting for PIP assessment.
PIP assessment only happened 4 months later in October 2021 and PIP was awarded a few weeks later backdated to 10/03/2021.
(Since 25/05/21 I was awarded UC, including Housing Element, so I had no dealings with the local council after that time.)
Would the DWP send a note to the local council about a successful PIP award?
Otherwise how can they be aware of it?

DWP used to talk to LA using a system called Atlas, information was shared on a daily basis.
You could ask your LA for a subject access request and see what turns up: ico.org.uk
