Successful transfer from DLA to PIP

My wife, Ann, had her DLA increased considerably after changing over to PIP ... thanks for all expert advice ... I have a question though .. the PIP benefit doesn't begin payments until mid November ... do they no longer take your application from end of June (when she first started the forms) into consideration? They state in the letter that the award begins in mid October,

Legislation dictates that, for claimant's transferring from DLA, the PIP decision comes into effect 4 weeks after the date of the decision.
