You can get a Blue Badge without receiving either rate of the Mobility component of DLA or PIP.My husband was assessed for PIP last year and was not awarded the Mobility component at all! This is because the decision maker did not award him any points, in spite of the fact that the nurse who carried out his assessment agreed that he could not mobilize more than 20 metres! He applied to our local authority for a Blue Badge as he cannot travel on public transport any more because of severe pain in both hips due to osteoarthritis. He is virtually housebound and can no longer drive as he has sleep apnoea and narcolepsy. The Occupational Therapist who carried out his assessment stated in her report that he should be awarded a Blue Badge for 5 years. I also have mobility issues due to severe osteoarthritis in my spine and also fibromyalgia. I get the lower rate of the Mobility component of DLA and have done so since 2004. Back then, I did not have mobility issues but I did have a mental health disorder, which is still ongoing. I applied to the local authority for a Blue Badge and after my assessment, I was awarded it for 3 years! Hope this helps other people who may not realise that they can get a Blue Badge independently, without receiving either PIP or DLA.
